SUMMARY: This position is assigned to the Integrated Engineering Management System (iEMS) Program Office, functioning within the Idaho Military Division. The purpose of this position is to assist in the development, fielding, and support of the automated system for tracking federal and state funds associated with all appendices to NGR 5-1, Grants and Cooperative Agreements. Development is accomplished using the latest database technology that is consistent with Air and Army National Guard automation architecture plans. Incumbent assists in the management of all aspects of program resources to include instructing up to ten IEMS operations and financial classes per year throughout the United States.

MILITARY DIVISION MANDATORY QUESTIONS:

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license.(Do notprovide a copy of your driver’s license.)
(2) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods.
(3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Must have 24-months of specialized experience performing duties
(1) Comprehensive knowledge of budget management methods, practices, procedures, regulations, precedent decisions and agency policies.
(2) Knowledge of the organizational structures, functions, work processes of the iEMS program, as well as a high degree of analytical ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems which will increase the effectiveness of the iEMS business processes.
(3) Comprehensive knowledge of Air National Guard Civil Engineering and regulations, Facilities Operations and Maintenance Activities requirements, National Guard Cooperative Agreements, and standard automation tools used by the Air National Guard and the Air Force.
(4) Knowledge of project and training management methods to analyze program data, gather resources and tools, prepare strategies, establish goals, produce deliverable products, present information, and develop training curriculums.
(5) Knowledge of automation tools, databases and applications, and standard computer software applications sufficient to maintain, modify, or improve database functionality, to prepare detailed recommendations for system improvements to a contracted vendor, and develop training materials to be delivered using Microsoft applications.
(6) Knowledge of effective communication and information presentation skills and the ability to present complex or detailed information in-person and remotely using a variety of tools to a variety of audiences, or to provide effective direct support one-on-one to iEMS end users.
