    Summary:

    To plan, implement and manage one or more regional or small projects; perform related work. This Project Manager serves the role of contract monitor for IDOC's out of state facility in Arizona and local Idaho county jails.

    Responsibilities:

    + Serve as liaison between IDOC and assigned non-departmental facilities such as county jails and out of state facilities.

    + Monitor the screening, selection, and transfer of residents and their property to and from the assigned non-departmental facilities, which includes transport of residents.

    + Perform operational assessments of contractors.

    + Participate in formal contract audits to ensure contractor is compliant with the contract.

    + Participate in regular contract meetings with IDOC staff and contractor staff.

    + Research contractor operational problems and develop recommendations for solution.

    + Review monthly invoices, verify accuracy, and recommend payment to the Deputy Warden.

    + Monitor the non-departmental facility's response to emergency situations.

    + Conduct incident reviews and preliminary investigations as assigned.

    + Complete weekly activity reports, site visit reports, and audit reports.

    + Meet with residents to discuss their concerns, grievances, disciplinary offence reports, visiting applications, resident correspondence and any other needs.

    + Assist residents in preparation for parole hearings.

    + Assess and complete reclassification security level of residents.

    + Oversight and tracking of rehabilitation, substance use disorder and educational programs provided by the contractor.

    + Data entry into the resident management system (Atlas).

    + Conduct background checks and recommend visiting applications for approval to include interviewing resident family and friends if necessary.

    + Respond to correspondence and phone calls from resident family and friends.

    + Travel will be required within Idaho and Arizona up to 25% of the time.

    + Any other duties that may be assigned by the Deputy Warden.

    + Responsible for auditing housing of residents in County jails for monthly billing purposes.

    Minimum Qualifications:

    + Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes. Typically, this is met through approximately one year of experience managing projects with at least one year in a leadership role. Your experience must have included being responsible for the development (needs assessment, planning and budgeting) of the projects as well as being responsible for assessing the projects toward goals and project outcomes.

    + Interpreting and explaining specialized or complex material into information usable by the public. Typically, this is met with one year experience where the interpretation of laws, policies, procedures, rules, or similar types of information were analyzed and communicated orally, in writing, graphically and/or on the web in a way that was usable by the public.

    + Developing and monitoring contracts. This is typically met by at least one year of experience preparing contract documents including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions.

    Minimum Qualification Specialties:

    + Some knowledge of correctional safety and security practices. This is typically gained by completion of at least 3 college level credits in Criminal justice; OR an internship of at least 150 hours that included security principles and practices; OR completed at least 20 hours of training specific to security principles and practices; OR at least one year of full-time work experience where performing security principles and practices was a primary focus of the job.

    + Some knowledge of offender management and operations of a correctional institution. Typically gained by successful completion of at least 3 college level credits or an internship of 150 hours in Criminal Justice or a related field; OR at least 20 hours of training specific to offender management and operations of a correctional institution; OR at least 1 year of full-time work experience working in a correctional facility.

    + Good knowledge of IDOC policies and procedures including Prison Rape Elimination Act and disciplinary and classification procedures. Typically gained by completion of a bachelor's degree in Criminal Justice or a related field AND at least 1 year of full-time work experience where implementing correctional procedures such as those related to Prison Rape Elimination Act (PREA) and disciplinary and classification procedures was a primary and predominate responsibility of the job; OR at least 2 years of full-time work experience where implementing correctional procedures such as those related PREA and disciplinary and classification procedures was a primary and predominate responsibility of the job.
