Position Objective:
The Vice President – Rolling Stock is responsible for the overall leadership and direction for Metro-North Railroad’s Maintenance of Equipment Department and Rolling Stock Delivery and Integration (RSDI). This role serves as a liaison between transportation, safety, and engineering departments to ensure a safe and reliable customer experience, while making recommendations on opportunities to improve service delivery. The Vice President serves as a key member of the leadership team, supporting the SVP and standing in when required. This position plays a pivotal role is promoting and aligning Maintenance of Equipment initiatives with the organization’s strategic goals, operational needs, regulatory requirements and budgetary constraints
Responsibilities:
+ Provide overall leadership for Maintenance of Equipment, aligning departmental goals with Metro-North ’ s strategic mission, values, and objectives while driving continuous improvement initiatives focused on safety, innovation, system reliability, and operational efficiency.
+ Lead all Maintenance of Equipment activities including shop operations, field operations, engineering and planning, maintenance and repair of all locomotive and passenger car rolling stock.
+ Evaluate and assess data from Rolling Stock Delivery operations and plan the development of schedules and strategies to mitigate any negative impacts on reliable train operations that may be associated with PTC deployment.
+ Collaborate with the Transportation and Engineering Departments on matters affecting service reliability, such as ongoing cyclical maintenance, slow speed orders, automated detection technology, and makes recommendations regarding opportunities to improve service delivery.
+ Oversee the development and implementation of strategies to improve the safety of MNR operations, including protocols for improving communication between the OCC and field employees, as well as improvements to the efficiency testing system, by working in conjunction with the Office of System Safety, the Transportation Department and the Engineering Department.
+ Direct the planning, scheduling, and execution of maintenance, repair, and upgrade activities for all Metro-North-owned rolling stock, ensuring compliance with all federal regulations and industry standards.
+ Provide oversight on the development of long-range plans and projections for fleet maintenance, fleet composition, yard and maintenance facility requirements.
+ Oversee the procurement process for new rolling stock, and coordinate with the Mechanical, Transportation, Capital Projects, Legal, and Procurement departments to develop specifications, contract documents, and acquisition strategies. Evaluates and offers recommendations on potential purchases of multi-level vehicles and emerging technologies as part of MNR ’ s Capital Program, including associated infrastructure investments.
+ Provide recommendations and insights to the locomotive action plan.
+ Lead annual budget development and submission to ensure the Department operates within the approved financial plan by establishing and implementing internal processes, protocols and controls.
+ Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Qualifications:
Required Knowledge/Skills/Abilities:
+ An understanding of industry operating practices, railroad infrastructure, and applicable federal regulations with particular attention to commuter rail operations.
+ Demonstrable leadership skills in the areas of safety, performance and crisis management .
+ Must be a competent and seasoned leader who will develop the capacities of the organization, have the experience to implement organizational change with strong judgment, problem solving and decision-making skills.
+ Excellent organizational skills with the ability to create a climate of continuous improvement.
+ Outstanding communication skills with a prominence on effective public speaking, use of diplomacy, tact resulting in positive employee relations within a political/unionized environment.
+ Capable of exercising independent judgment.
+ Familiarity with budgeting practices.
+ Strong analytical and problem-solving skills.
+ A demonstrated ability to effectively interact with a represented workforce and labor leaders .
+ Familiarity with transportation and/or urban planning topics such as scheduling, public policy, mobility and accessibility.
+ Ability to respond to emergencies on a 24/7 basis and be available for routine weekend coverage.
+ Must have a valid Driver ’ s license.
Required Education and Experience:
+ Bachelor ’ s Degree in Business, Planning, Engineering, or a related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of experience may be considered in lieu of degree.
+ Minimum of fifteen (15) years of progressively responsible management experience in a transportation operational function with a proven record as an operations manager of a large, multi-functional transportation organization.
+ Minimum of ten (10) years of experience in managing and developing a diverse group of professionals and non- professionals at various levels.
The following is/are preferred , but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
+ Trained and experienced in nature and use of Incident Management.
+ Experience in designing and/or implementing organization change to meet the strategic needs of a public-sector organization.
+ A familiarity of mainframe and/or web-based rolling stock maintenance programs such as; Terminal Management System (TMS), Incident Management System (IMS), Asset Management System (AMS).
+ Progressively more complex general management experience in rolling stock maintenance.
+ Master ’ s Degree in Business, Planning, Engineering or similar discipline.

This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
