DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Directs and coordinates emergency management related to airport safety and security including coordination with other entities, the prevention, preparedness, response, recovery and/or mitigation of intentional and unintentional crises, disasters, other humanitarian emergencies, or of all-hazards, natural and manmade/technological (chemical, biological, radiological, nuclear, high explosives) events.
RESPONSIBILITIES:
• Monitors and assists the Houston Police Department during critical incidents at the airport as well as other entities in the IAH Integrated Coordination Center. Will take the lead on conditions as they warrant and until the arrival of appropriate management. Must be resourceful and mitigate the effects of aircraft incidents, accidents, bomb threats, fires, hijackings, and other general category situations, including major utility failures, radiological incidents, sabotage, terrorism and natural disasters.
• Serves as the lead liaison for the Houston Police Department while in the Integrated Coordination Center or until the arrival of appropriate Incident Commander.
• Evaluates and designs workflow, processes, various emergency plans, as related to the airport.
• Independently develops, implements and periodically reviews emergency management plans.
• Analyzes and reviews best practices, procedures to develop recommendations for improvement of prevention, preparedness, response, recovery and/or mitigation activities related to the airport.
• Coordinates with limited supervision airport preparations and activities in the event of an emergency and assists in the implementation of continuity plans.
• Remains knowledgeable of administrative policies of both the Houston Police Department and Houston Airport System and communicates any updates to airport emergency specialists.
• May be assigned management responsibilities on a limited basis for certain functions, units or programs.
• Is available for 24-hours, on-call response during emergencies to perform emergency management functions and related duties. Supervises the workflow of less experienced specialist through creating schedules, assigning tasks, goal attainment, and performance evaluation
• Ensures emergency management goals, records maintenance, and regular reports are generated to inform key stakeholders.
• Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and airport issues and problems of simple to medium complexity
• Prepares, edits and revises department policy and procedure manuals. Responds to
correspondence, requests for information, etc. as assigned by supervisor.
• Maintains proficiency in job tasks through regular training attendance and participation in exercises.
• Performs other job-related duties as required.

WORKING CONDITIONS
This position may involve physical exertion, such as lifting and moving objects. Sitting or standing for extended periods of time may be required. Must have mobility to work in public settings and operate job related equipment, use standard office equipment and be able to communicate over the telephone or twoway radios. Must be able to hear audible alarms and emergency sirens. Accommodations may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodations.
The work environment for this position will be centered largely on an office environment. The office may have occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to landside and/or airside chemicals and extensive use of a video display terminal.
•Must be able to pass a criminal background check, obtain and maintain federally mandated security clearance where required.”

MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree related to Emergency Management, Emergency Response, Public Safety, Public Health, Criminal Justice, Public Administration OR may substitute for experience.
EXPERIENCE REQUIREMENTS
Seven (7) years of experience in Emergency Management, Emergency Response, Public Safety, Public Health, Criminal Justice, or Public Administration.
SUBSTITUTION:
Work experience as an Airport Emergency Management Program Manager can be substituted for the education on a year-by-year basis.
LICENSE REQUIREMENTS
Requires training in Emergency Management relevant job duties, or ability to obtain within one (1) year of hiring.
PREFERENCES
+ Prior First Responders experience.
+ Prior Law Enforcement experience.
+ Certified Emergency Management (CEM) issued by a State or International Association of Emergency Managers (IAEM).
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
