**Pay Range:** $34.89 - $38.00 per hour
Rush salaries are determined by many factors including, but not limited to, education, job-related experience and skills, as well as internal equity and industry specific market data. The pay range for each role reflects Rush’s anticipated wage or salary reasonably expected to be offered for the position. Offers may vary depending on the circumstances of each case.
Summary:
This position is responsible for community health programs which include outreach, education and patient navigation along with health systems research, public policy and advocacy work. Responsible for the operational oversight of all aspects, Provide staff leadership and development, grant management and budgetary oversight, as well as program leadership and development. Exemplifies the Rush mission, vision and values and acts in accordance with Rush policies and procedures.
Required Job Qualifications:
• A Master's degree, in a relevant field (such as Public Health, healthcare or business Administration)
• Five years relevant work experience as a professional administrator in a medium to large, complex organization, to include three years of direct budget management experience and three years of supervisory experience
• Must have significant leadership experience
• Must have Project management experience including project management tools
• Knowledge and experience with organizational design
• Familiarity with healthcare quality improvement and healthcare disparities a plus
• Must have exceptional organizational, advocacy and community relationship skills.
• Must have excellent oral and written skills and be experienced in grant writing.
• Outstanding verbal and written communication skills

Responsibilities:
• Ensure all operational controls, administrative and reporting procedures, and people systems are in place to effectively support the operational efficiency, financial growth, research, and ensure the organization's achievement.
• Advise, consult, and make recommendations to leadership on the operational and financial impacts and strategic and long-range planning of proposed programs, changes, and policy decisions.
• Collaborate with program leaders and staff to recommend changes, including operational policies, to improve the efficiency of operations, revenue enhancement, expenditure reductions, and space and equipment utilization.
• Oversees facilities management on space and physical site issues in collaboration with HR and management.
• Oversee the mapping of key business processes and procedures to support decision-making assuring clarity and accountability across the team
• Directly supervise and oversee Community Health staff.
• Oversees human resources function to assure optimal performance including the hiring and management of competent staff. Facilitates the growth and development of professional and technical staff. Ensures that job descriptions and performance evaluations are in place with periodic updates and documentation and that clear goals are set for each employee and that management to goals is established and maintained.
• In collaboration with Leadership, develop performance goals for each area of endeavor and manage toward those goals. Ensure performance excellence of staff in achieving goals and meeting performance standards as well as provide the needed coaching, education support to ensure ongoing growth, development and engagement.
• In collaboration with the management and other project leads, ensure that each project has a project management plan with timeline for execution and ensure that projects are being carried out based on such a shared understanding.
• In collaboration with management, oversees budgetary issues, assuring compliance with approved budgets, proposes revisions as needed. Ensures accountability of all funds and fiscal assets.
• Lead the evaluation of potential funding sources, oversee the grant application process, and ensure timely and excellent achievement of grantor requirements at times with use of an external grant writer or external collaborators
• Responsible for all grants being submitted timely and all grant reports being submitted timely with reporting that does the work full justice.
• Responsible for alerting management f a grant's deliverables are falling short and working with Executive Director and program staff to mitigate or problem solve such a challenge.
• Coordinate operational aspects of compliance including oversight and submission of annual reports and audit, ensuring 990 is filed timely and other regulatory submissions are completed and submitted timely.
• Responsible for ensuring that appropriate insurance is in place for projects as needed and that coverage is cost effective.
• Ensure that all operational practices and policies comply with all applicable polices, laws, regulations, and standards of practice
• Oversee staff that are coordinating all events including community events, annual gala and other fundraising activities. Ensure that a project plan is developed for each and that such a project plan is being utilized and that key milestones are being met.
• Develop and maintain an internal and external information delivery and communications strategy, to include oversight of all of organization's media foot print including website, social media and other external faces
