    Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located within the Containment Emergency Response Division (CERD), Operational Services Bureau (OSB). CERD provides specialized response capabilities for events that require heightened protective measures. As a CERD Sergeant, you will: Perform tactical operations to safeguard Members of Congress, employees, and visitors to the U.S. Capitol Grounds. Provide leadership and supervision to Technicians during tactical operations. Respond to the scene of a critical incident to assess the totality of the situation and coordinate team response. Coordinate any additional resources required for the safe resolution of a critical incident. Work rotating shifts as assigned by the CERD Commander to properly oversee operations and manage day-to-day scheduling and activities. Complete Incident Support Plans for congressional delegations (CODELs) and special events. Perform other duties and projects assigned by the CERD Commander. Perform administrative and human resource management functions relative to the staff supervised. Plan, schedule, and assign work to subordinates. Provide advice, counsel, and instruction to foster an inclusive team environment. Conduct written evaluations related to performance and conduct. Take appropriate commendation or corrective action and effect disciplinary measures as appropriate. The results of this vacancy announcement selection process will be used to fill positions within the OSB-CERD. More than one selection may be made from this vacancy announcement. The selection list for this vacancy announcement will be active for a period of 24 months from the date of approval of the selection memorandum. Requirements Conditions of Employment o Must be a current USCP Sergeant by the closing date of this announcement. o Must possess and maintain a valid U.S. REAL ID driver's license. o Must be able to obtain and maintain a Top Secret SCI security clearance. o Must be able to obtain and maintain required CERD certifications. o Must successfully complete all required training – i.e. CERD Firearms Course & CERD Basic Course. o Must be able to obtain and maintain a government-issued travel card. o Must satisfactorily pass INOVA physical and respiratory fit test to wear gas mask. o Must be willing to accept any collateral CERD duties as assigned such as Counter Sniper, Breacher, Instructor, EMT, Training Coordinator, etc. o Must be available to work rotating shifts as required. o Must satisfactorily complete a one-year probationary period upon completion of the required CERD training. Qualifications All applicants must meet the following eligibility factors in order to be considered for the position of CERD Sergeant: 1. Must be a current USCP Sergeant by the closing date of this announcement. 2. Must not be in restricted leave status as of the selection date. 3. Must possess and maintain a valid U.S. REAL ID Driver's License. 4. Must be in full and unrestricted duty status as of the selection date unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA). 5. Must be able to take part in the USCP Respiratory Protection Program. 6. Must be available to work flexible working hours, as well as extended hours. 7. Must be able to travel to attend training and support USCP protective operations. 8. Must be able to travel on commercial, military and private airplanes, boats, helicopters, trains, buses and automobiles. RETENTION CRITERIA: 1. Must maintain a Top Secret SCI security clearance. 2. Must maintain a valid U.S. REAL ID Driver's License. 3. Must maintain a government-issued travel card. 4. Must maintain required CERD certifications. 5. Must maintain enrollment in the USCP Respiratory Program. NOTE: An applicant may request to be removed from consideration by sending a written request to the Office of Human Resources (OHR). Education There is no education substitution for experience in this series and/or grade. Additional Information Applications and supporting documentation must be received by the closing date of the announcement to receive consideration. This position is non-exempt from the Fair Labor Standards Act overtime provisions. This position is not included in a collective bargaining unit.
