    The Chief of Police is the lead for all safety, security and emergency management issues that arise at the university. This position will require travel to all locations as needed, occasionally work after hours and weekends, and has access to sensitive confidential data. Based in Saratoga Springs, New York, and responsible for safety and security across the entire university and its various locations, the Chief is expected to function in a diverse and dynamic university environment to advance the mission and vision of SUNY Empire's emergency management, public safety, and security program.

     

    Reporting to the VP for Administration and Finance, the Chief of Police will assist in the leadership and management of a wide range of duties related to policing and campus safety at SUNY Empire locations across New York State. In accordance with regulatory mandates, this position will be responsible for complex technical areas such as hazard control and risk assessment, occupational safety, operational standards, and health protection. The Chief of Police will oversee the implementation of proper safety and security practices of all university owned and leased locations throughout the state. The Chief will work closely with all areas of the university in order to assure a proper atmosphere for the pursuit of the educational objectives of the campus community.

     

    The incumbent must possess expert knowledge of the current higher education landscape as it pertains to safety and security. The Chief is expected to manage a comprehensive system approach to strategic planning and in collaboration with campus leadership. The incumbent will also act with external stakeholders including federal, state, county, and municipal law enforcement agencies, professional law enforcement associations, and state and national training organizations.

    Responsibilities Include:

    + Develop strategic policies and protocols to enhance the safety and emergency preparedness for the university.

    + Oversee and assume the overall responsibility for all safety and safety related university areas, evaluating unsafe conditions or activities.

    + Direct the investigation of accidents, or safety related concerns. Assist with HR and Student Affair investigations as warranted.

    + Develop and deliver safety training programs for faculty, staff, and students.

    + Lead university related committees such as Threat and Risk Assessment and Disaster Planning and Emergency Preparedness.

    + Review and update university-wide emergency operations and response plan (Emergency Preparedness Plan) as needed.

    + Facilitate "table-top" sessions quarterly or as needed.

    + Develop and implement campus safety and security policies and procedures annually unless more frequent review is required by regulation or protocol.

    + Ensure university policies and procedures are in accordance with SUNY, State and Federal regulations.

    + Create and maintain professional relationships with local, state, and federal law enforcement coordinating emergency response plans, sharing campus floor plans, and defining roles and responsibilities.

    + Participate in the Northeast and NYS Chiefs of Police Associations in order to further relationships and stay current on NYS Laws and law enforcement policies.

    + Participate in SUNY Chiefs of Police monthly meetings and conferences.

    + Remain current and familiar with laws, rules and regulations regarding Federal and State reporting requirements and regulations relating to safety and security.

    + Liaise and work in conjunction with the Office of Human Resources and Student Affairs on administering Title IX, Title VI, and SUNY Gender Based Violence Policies.

    + Implement and deliver security related training programs annually. All mandated training programs must be offered in accordance with SUNY, State and Federal frequency requirements.

    + Develop and/or keep current MOUs and Agreements with authorities within our location municipalities.

    + Maintain all necessary certifications as required by NYS and SUNY.

    + Serve as Campus Security Authority as outlined by the Clery Act. Oversee the submission of the Annual Security Report as well as the public notification of report as required by Clery Act regulations.

    + Responsible for the safe transport of the President and members of the President's cabinet to SUNY Empire locations across NYS, and external university functions as necessary.

    + Respond to major incidents and emergencies on a 24-hour/7-day basis.

    + Interpret regulations, ordinances, laws, and codes for staff.

    + Develop a close working relationship with associate law enforcement agencies and SUNY partners to provide the highest degree of police services and to plan coordinated response to critical incidents.

    Job Requirements:

    Required Qualifications:

    + Bachelor's degree in criminal justice or related field from an accredited college or university.

    + A minimum of ten (10) years of law enforcement experience.

    + Prior SUNY safety and security experience.

    + Current New York State Division of Criminal Justice Services (DCJS) certification as police officer or the ability to obtain the same within 90 days.

    + Experience with annual reporting of campus crime statistics as required under the Clery Act.

    + Training in emergency response coordination, ICS, or NIMS.

    + Prior experience with emergency management program administration which includes responsibility for developing and delivering training, security system design and data analysis.

    + Previous experience with conducting investigations.

    + Prior incident management, exercise design and development experience.

    + Prior experience with performance improvement and corrective action implementation and familiarity with continuity of operations plan development.

    + Possess a valid NYS driver's license.

    + Experience with Incident Based Reporting (IBR) and Uniform Crime Reports (UCR).

    + Excellent communication and interpersonal relationship skills.

    + Possess strong communication skills, both verbally and written.

    + Demonstrated ability to exercise good judgments and make decisions under pressure that are appropriate and in accordance with rules, regulations, and policies.

    + Demonstrated ability to work cooperatively and courteously with all segments of the university.

    + A record of progressive leadership and responsibility in campus safety or law enforcement.

    Preferred Qualifications:

    + Master's degree.

    + Prior experience as a law enforcement supervisor.

    Special Information:

    + This position is a fully on-site role based in Saratoga Springs, NY and does not offer the opportunity for a hybrid or remote work arrangement.

    + Occasional travel required to fulfill university-wide commitments.

    + Applicants must be currently authorized to work in the United States on a full-time basis. VISA sponsorship is not available for this position.

    Rank/Salary: Management-Confidential / minimum starting salary of $110,000, dependent upon experience and qualifications.
