    Chief Performance Analyst

     

    Chicago Police Department

     

    Office of Constitutional Policing and Reform

     

    Number of Positions: 2

     

    (Additional vacancies possible pending budget approval)

     

    Starting Salary: $103,176 Annually

    Under direction, supervises and coordinates the work of professional staff responsible for reviewing programs and operations in city departments and making recommendations to improve their effectiveness; and performs related duties as required

    ESSENTIAL DUTIES

    + Leads department-wide efforts to analyze, interpret, and report on performance data to support informed decision-making, operational efficiency, and policy improvements

    + Supervises teams of analysts and manages high-impact projects that evaluate the effectiveness of departmental operations, resource allocation, and strategic initiatives

    + Meets regularly with senior leadership, program managers, and external stakeholders to define project scopes, establish objectives, and guide the direction of data-driven studies

    + Develops and oversees analytical frameworks to assess program performance, identify trends, evaluate community concerns, and measure progress toward departmental compliance goals

    + Guides teams in producing high-quality research and clear, impactful reports that translate findings into meaningful insights and actionable recommendations

    + Oversees the design and implementation of reliable methods, including surveys and data systems, to evaluate departmental programs, initiatives, and performance metrics

    + Coordinates with internal divisions and external agencies to acquire and integrate relevant data to analyze patterns, and emerging issues related to CPD operations

    + Develops performance indicators for new or modified programs and monitors implementation effectiveness, recommending modifications as needed

    + Researches and applies best practices, statistical techniques, and modeling methods to inform organizational improvements and strategic planning

    + Oversees the development and maintenance of databases and dashboards to support data reporting and transparency

    + Designs and/or defines specifications for computer applications to automate manual processes, improve workflows, and support advanced analytics

    + Utilizes tools such as SQL, Tableau, and GIS platforms for data analysis, reporting, and visualization

    + Manages project timelines and deliverables, fosters cross-departmental collaboration, and ensures alignment with organizational goals

    + Facilitates the implementation of new procedures and standards; drafts manuals and documentation to institutionalize changes and improvements

    + Promotes a culture of continuous improvement through data-driven decision-making and evidence-based practices

    Additional duties may be required for this position

    **Location:** Public Safety Headquarters, 3510 S. Michigan Avenue

    **Days:** Monday - Friday

    **Hours:** 9:00AM – 5:00PM

    THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

    Qualifications:

    MINIMUM QUALIFICATIONS

    • Graduation from an accredited college or university with a Bachelor’s degree, plus five (5) years of work experience in program auditing or operations analysis, **OR**

    • Graduation from an accredited college or university with a Master’s degree or higher, plus four (4) years of work experience in program auditing or operations analysis

    **NOTE:** Candidates must pass a background investigation, drug screen, and other pre-employment procedures as determined by the

    SELECTION REQUIREMENTS

    This position requires applicants to complete an interview which will include a writing exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
