    About our opportunity:

    The City of Asheville is excited to hire a full-time, non-exempt Plans Reviewer to join the Site Development Division within the Development Services Department. The purpose of this position is to perform professional and technical site engineering work in the review of land development plans and inspections related to land disturbance, stormwater management, floodplain development and ancillary development activities.

    What you'll be doing:

    + Reviews land development plans for conformance to established City standards, policies and sound engineering principles in the areas of, stormwater quality and quantity design, land disturbing activity review, floodplain development and other development activity.

    + Approves or denies grading, erosion control, floodplain and stormwater permits after reviewing development plans.

    + Coordinates with other professional, technical and clerical personnel in respect to land development plan review and permit status.

    + Communicates with developers, contractors, consultants, city officials, and members of the general public to explain ordinance provisions and engineering standards.

    + Communicates with state officials during program review and permitting coordination.

    + Utilizes specialized computer applications and other standard office equipment to perform research, enter, store and/or retrieve information, and other daily requirements.

    + Performs duties of a clerical nature, including but not limited to, composing correspondence and reports, manual and electronic filing, collecting and entering data, developing charts and maps, etc.

    + Maintains all necessary records and reports on assigned projects.

    + Provide a high level of customer service to facilitate commercial and residential property development in compliance with city, state and federal laws related to land disturbing activities and erosion and sediment control practices, stormwater runoff collection and quantity / quality management, development and other activities within the Special Flood Hazard Area and ancillary development activities,

    + Perform detailed technical engineering review and assessment of property development permit applications and design plans, and coordinate design revisions and required information with the development team. Decide final approval or disapproval of Grading, Stormwater and Flood Permits. Prepare accompanying permit documents specifying applicable regulatory conditions and requirements.

    + Organize and facilitate pre-construction meetings.

    + Conduct site visits as appropriate for review or to make recommendations to the Stormwater Supervisor and Inspectors and to other City staff.

    + Participate in Early Assistance, Pre-Application, Level 1 Review and Technical Review Committee project review meetings with development teams and other City staff and provide general technical guidance and review comments.

    + Conduct frequent scheduled and impromptu meetings, and regular coordination, with customers, developers, property owners, design professionals, consultants, contractors, the general public, regulatory agency representatives and other City staff regarding specific projects and general topics.

    + Assist the Stormwater Inspectors with permit close-out documentation.

    + Know, understand and clearly explain land disturbance, tree protection, soil erosion, stormwater and floodplain regulations to customers.

    + Communicates with developers, contractors, consultants, city officials and members of the general public to explain City and state requirements, and engineering standards.

    + Receive, research and respond in a timely manner to customer questions, complaints and other general inquiries related to land disturbance, tree protection, soil erosion, stormwater and flood concerns.

    + Utilize technology as appropriate to conduct all duties of the position including but not limited to computers, telephones, scanner/copiers, hand tools, and other equipment, as well as computer software for word processing, spreadsheets, file management, internet, permit processing, database and/or geographic information systems.

    Supplemental Functions:

    + Inspects stormwater and erosion control structures, measuring them for compliance with City ordinances and engineering standards.

    + Makes recommendations to Stormwater Supervisor, Construction Supervisor and/or Senior Plans Reviewer as to the appropriate course of action, based on field inspections.

    + Perform other similar duties as required.

    Benefits:

    + Hiring rate: $ 26.00 per hour

    About you:

    We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered :

     

    + Bachelor's degree in civil engineering, hydrology, environmental science, landscape architecture, or related field, and at least 2 years of related experience

    + Associate's degree in civil engineering, hydrology, environmental science, landscape architecture, or related field, five (5) years of related experience.

    + Bachelor's degree in a non-related field and three (3) to five (5) years of related experience.

    + High school degree and at least 12 years of related experience.

    + Applicants with equivalent education/experience may be considered.

    Licensing and Certifications:

    + Valid North Carolina or out of state driver's license.

    + Active certification in floodplain management is preferred.

    + Active certifications stormwater and erosion control management systems are preferred.

    + Active North Carolina professional license as an Engineer, EIT, or Landscape Architect is preferred.

    + Thorough knowledge of theoretical and practical aspects of the analytical, technical or professional discipline.
