Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Responsibilities Develops standards and specific technical procedures for the I and E Program that involve the onsite review of industry activities. Develops, revises, and updates guidelines and criteria for the I and E Program. Reviews and analyzes new laws, regulations, and standards and procedures pertinent to the I and E Program and prepares recommendations concerning changes in policies and procedures. Serves as a contact with industry, the Office of Natural Resources Revenue (ONRR), State agencies, Tribes, and the Bureau of Indian Affairs in the area of the I and E Program. Prepares correspondence, technical reports, memoranda, and responses to action item requests as required to complete project assignments at State and Federal levels. Conducts program reviews, quality management reviews, and technical and procedural reviews of the I and E Program. Requirements Conditions of Employment Qualifications Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: You must have successfully completed the BLM Petroleum Engineering Technician (PET) Certification Program. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: overseeing and monitoring inspections and enforcement activities for oil and gas leases on Federal, Trust, State, and private lands; and providing technical advice and guidance on interpretation and application of laws, regulations, policies, and standards related to technical drilling operations for oil and gas.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: When in the office, the work is primarily sedentary. Travel by all modes of transportation to areas of varying climate and topographic conditions is expected. On-site visits to rugged field locations may require some hiking, moderate physical exertion, and proximity to heavy industrial equipment. The incumbent must walk under and around heavy derrick and hoisting equipment, piping and around other potentially hazardous operating equipment. In climbing up and down ladders and steep stairways, the individual is protected from falls only by firmly grasping on ladder rungs and hand railings. Work Environment: The incumbent must maintain a safety conscious attitude in all activities. Work environment in the field is in locations where it is necessary to wear appropriate safety equipment. The incumbent is exposed to extreme weather conditions, hostile flora and fauna, hazardous explosive fumes. poisonous gases toxic chemicals high frequency, noises, high pressure equipment and moving machinery. Work involves climbing up and down ladders and steep stairways. Work also requires the use of hard hats, safety glasses, ear protection equipment, and cold weather gear and or respirator may also be required.
