Job Description

The Planning and Development Department is actively seeking a Bicycle/Pedestrian Coordinator Junior.

This is an associate level work involving planning for all nonmotorized transportation modes, most notably bicycling and walking. Work requires an understanding of the theories, principles, and practices of urban planning, acquired through degree granting schools or equivalent training and experience. Contacts with others require skills in understanding and influencing people and are important in implementing urban planning projects, discussing and resolving work-related issues and problems, and presenting and defending recommendations and decisions. The work is clearly defined in that tasks are covered by substantially diversified procedures and specialized standards, requiring the use of judgment in search for solutions or new applications. Work is performed primarily in an office environment though the employee will be required to make field visits to project sites in order to evaluate project or gather statistical data. Operates bicycles, motor vehicles, and standard office equipment including a computer and programs like Microsoft Office. The physical demands consist mainly of sitting at a workstation for extended periods of time, occasionally lifting and moving light objects or file boxes, visiting field sites, and conducting walk audits. Work is performed under limited supervision wherein the work assignments are varied, and the worker plans and organizes the work, and determines priorities based on established procedures, practices, and precedents.
Examples of Work
+ Supports the City’s Vision Zero Action Plan and Pedestrian and Bicycle Master Plan, contributing to updates and/or revisions as needed, to assist in the implementation of related projects, programs, and policies, in support of nonmotorized modes of transportation.
+ Reviews assigned civil plans that are submitted to the city pursuant to Chapter 654 and 656 of the Ordinance Code, and other related codes.
+ Serves as supportive staff to the Context Sensitive Streets Standards Committee pursuant to Section 32.702 of the Ordinance Code.
+ Assists with coordinating with the Traffic Engineering Division and the Public Works Department with respect to issues pertaining to bicycle and pedestrian use of rights-of-way.
+ Supports the identification of data needs and data collection as it applies to the bicycle-pedestrian program.
+ Conducts ongoing research resulting in understanding and adherence to all relevant federal, state and local industry standards, design requirements, and statutes regarding the implementation of nonmotorized infrastructure, roadway designs, and proven safety measures.
+ Supports the deployment/retrieval of nonmotorized traffic counting equipment (in the field) and the organization and analysis of the collected data.
+ Supports the City’s efforts to manage and provide bicycle parking where appropriate/required.
+ Completes tasks required to complete the city’s quarterly bike-ped newsletter as a way of sharing information with the public.
+ Supports the city’s efforts involving all micromobility and shared nonmotorized transportation programs.
+ Collaborates effectively with Transportation Planning Division and Planning Department staff, as well as staff from federal, state and regional transportation planning agencies, local planning agencies, nonprofits, interoffice staff, elected officials, private consultants, and the public to offer guidance, recommendations, and assistance in the implementation of nonmotorized projects, policies, outreach, and programs.
+ Serves as an associate subject and technical matter expert and liaison on bicycling and walking while helping to leverage and increase the City's internal and external knowledge base; this includes staying current on new developments and trends by pursuing new and contemporary information through ongoing education or research.
+ Supports the implementation and ongoing review of the Mobility Plan, performing tasks related to short- and long-term bicycle-pedestrian issues to address and improve the City’s nonmotorized networks and broader transportation systems.
+ Supports and updates asset inventories related to nonmotorized infrastructure.
+ Provides information to and attends community outreach meetings regarding active transportation and pedestrian and bicycle safety.
+ Analyzes and conducts research of reports, studies, and related information, and makes recommendations for improving the accessibility and safety of bicycle and pedestrian facilities, including sidewalk and shared use path (trail) design improvements for safety, comfort, connectivity, and access.
+ Demonstrates proficiency in the City of Jacksonville’s competencies.
+ Performs related duties as required.
Knowledge, Skills and Abilities
+ Operates a computer using word processing, spreadsheet, database, presentation, website, and related software.
+ Knowledgeable with the use of GIS, AutoCAD and Adobe Creative Suite.
+ Knowledge of principles, practices, and methodologies of urban planning for creating effective safety programs and increasing public awareness.
+ Knowledge of federal, state and local statutes, rules, and regulations applicable to bicycle-pedestrian safety and ADA compliance.
+ Knowledge of the planning and engineering of pedestrian and bicycle facility principles and concepts.
+ Knowledge of methods of developing planning strategies, goals, performance measures, and objectives.
+ Ability to complete the required training as assigned.

Open Requirements/Supplemental Information
OPEN REQUIREMENTS:
+ Bachelor’s degree in urban planning, community planning, regional planning, architecture, geography, landscape architecture, public administration, or related field.
+ and at least two (2) years' experience in planning, or at least (1) one year experience in planning with a master's degree in any of the above listed fields.
+ Must also have at least (1) year experience working with bicycle and pedestrian design standards and familiarity with industry design standards for various nonmotorized facilities.
LICENSING/CERTIFICATION/REGISTRATION:
+ AICP (American Institute of Certified Planners) certification is preferred.
+ A valid driver's license is required prior to appointment and must be maintained.
+ Must qualify for City of Jacksonville Public Driver Certification prior to appointment, to be obtained once hired, and maintained during employment.
