Executive Director of Procurement

**Job Purpose or Objective(s):** Responsible for directing, managing the logistics functions associated with the procurement of goods and services for the Choctaw Nation of Oklahoma. The primary focus areas for this position will include strategy development, policy compliance, business coordination, enhanced customer service delivery, and driving value addition and cost reduction across the supply chain. You will report to the Senior Executive Officer of Integrated Services.
Primary Tasks:
1. You will direct and control the supply chain functions to ensure delivery of excellent customer service, value addition, policy compliance and vendor relations.
2. Evaluate operations to identify opportunities to improve service, ensure that departmental and organizational goals are met and are aligned with the mission of the departments of the Choctaw Nation of Oklahoma.
3. Help develop and implement the annual departmental budget, produce value addition goals and create operational efficiencies. Develop an excellent organization to support management in achieving organizational goals.
4. Direct and train staff to ensure compliance with Procedures while accomplishing Staff Development and Succession Planning projects.
5. You will provide strategy and direction across the department, delegate and communicate important responsibilities and practices to management team to achieve budgetary goals, promote value addition, and plan resources to support Divisional Programs.
6. Communicate performance metrics related to customer service, operational efficiency and value addition to Executive Management.
7. Be a resource to all direct reports for resolution of complex opportunities.
8. Lead and communicate with a goal of encouraging direct reports to promote a culture conducive to formation of positive attitudes, recognizing team successes, developing trust in leadership, and celebrating the Chahta Spirit.
9. Perform other tasks as may be assigned.
Job Requirements:
* Bachelor's degree in business administration supply chain or related field or 4 years related experience.
* Understanding of the full market of Procurement, Contract Negotiation, Shipping and Receiving, Inventory Controls, Vendor Management, Cost Control, and Return on Vision
* Ability to track cyclical supply chain demand trends and implement strategies to address demand curve
* Broad understanding of operations and ability to work with teams in a matrix organization
* Twelve (12) years’ experience in supply chain management with an emphasis on purchasing, shipping and receiving, vendor management, contract execution and management, sourcing and large-scale procurement projects
