Job Description

Position functions as a Compliance Monitoring Analyst (CMA) within the State Monitor Advocate (SMA) Office in the LEO-Targeted Services Division. This position will assist the SMA on a variety of work tasks as defined in federal regulations, including but not limited to: Research, analyze and interpret data, and draft reports pertaining to agricultural employer and migrant and seasonal farmworker (MSFW) employment & training service activities. Interpret state and federal regulations to ensure all policies, procedures, manuals, and training resources are compliant with the monitor advocate system. Coordinate activities and assignments with the SMA and will aid with statewide site reviews of Michigan Works! (MW!) One Stop Service Centers. Review training modules pertaining to the delivery of services to MSFWs and agricultural employers. Conduct field visits with the SMA and/or MSFW outreach staff. Will receive, extract, and review all MSFW performance data reported by MSFW outreach staff, MW! One Stop Service Centers and ES Managers. Monitor the delivery of MSFW outreach services, the ES complaint system, the ARS System, the MSFW data collection and reporting system. Monitor the MSFW Equity and Minimum Service Level Indicators, evaluate alignment with LEO and E&T strategic and operational plans, the state’s Agricultural Outreach Plan (AOP), and will be responsible for preparation of federal and state reports, as well as make programmatic recommendations to the State Monitor Advocate and Targeted Services Division Administrator. Coordinate with the MSFW Outreach Program Manager(s), National Farmworker Jobs Program (NFJP) Manager, and Foreign Labor Services Manager, to strategize on resolving non-compliance issues.

Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
Due to the work this position does with migrant farmworker related programs, the incumbent must be fluent in speaking, reading, and writing Spanish and English and have a minimum of 2 years of experience working with MSFWs or 3 years of MSFW background/ experience.
Alternate Education and Experience

Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.
Departmental Analyst (Departmental Trainee) 9
Education
Educational level typically acquired through completion of high school.
Experience
Four years of experience as an advanced 9-level worker in an ECP Group One classification.
OR
Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification.
OR
Two years of experience as an experienced level worker in an ECP Group One technician or
paraprofessional classification.
OR
Two years of experience as a first-line supervisor in an ECP Group Three classification.
OR
One year of experience as a second-line supervisor in an ECP Group Three classification.
*Paraprofessional classifications are those requiring an associate’s degree or two years of college.
Educational Substitution
College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.
