    The Department of Medicine has an outstanding opportunity for a Clinical Program Analyst to join their team.

     

    The Clinical Program Analyst will be responsible for the oversight, analysis and financial management of the Department’s clinical practice funds flow (includes almost $200 million in annual revenue), incentive plan and medical center funding across 11 different divisions and multiple sites. The various sites include but are not limited to the University of Washington, Harborview Medical Center, Veterans Administration Puget Sound Health Care Systems, Fred Hutchinson Cancer Consortium (FHCC), and Seattle Children’s Hospital. The Clinical Program Analyst regularly exercises independent judgment when executing requests made by the Department and its 11 divisions and will be responsible for maintaining the Department’s financial systems and processes. This position will provide internal consultative services, expert knowledge and direction to the Division Administrators and Associate Directors related to the clinical funds flow, incentive plan and Medical Center support agreements. The Clinical Program Analyst is also responsible for ensuring that these activities are compliant with federal, state, University, and School of Medicine’s policies and procedures.

     

    The Department of Medicine is the largest department in the School of Medicine with over 4500 staff, faculty, trainees and students and an annual budget of approximately $500,000,000 consisting of patient care revenue, sponsored research funds, endowments and gifts, state funds and affiliated hospital funding associated with the academic programs within the department. The department is made up of eleven subspecialties divisions: Allergy and Infectious Diseases; Cardiology; Gastroenterology; General Internal Medicine; Gerontology & Geriatric Medicine; Hematology-Oncology; Medical Genetics; Metabolism, Endocrinology and Nutrition; Nephrology; Pulmonary, Critical Care and Sleep Medicine; and Rheumatology. These divisions occupy space at multiple sites including University of Washington Medical Center (UWMC), Harborview Medical Center (HMC), Veterans Administration Puget Sound Health Care System (VAPSHCS), Bloodworks NW, Fred Hutch, and other locations in the Seattle area.

     

    The Clinical Program Analyst must have comprehensive understanding of the operations and finances of the clinical programs because the breadth and complexities of this funding and reporting is extensive. This position will require a high level of analytical skills and understanding of the clinical funds flow, relationships with the medical centers and billing issues. Strong partnerships will need to be created and maintained to work directly with the Divisions, School of Medicine and Medical Centers to resolve issues as they are identified, along with weighing in on strategic decisions moving forward.

     

    This position has a direct impact on the integrity and quality of the Department’s clinical programs. This position will not only take great care to ensure that all Department operations are managed in a manner that is reflective of the University of Washington’s integrity and sense of responsibility, but will work to set the standard of excellence in this area. This position will maintain an awareness of, and familiarity with, any policies, procedures and/or regulatory requirements that impact the liability and responsibility of both the Department and the University.

     

    **DUTIES AND RESPONSIBILITIES** CLINICAL PRACTICE ANALYSIS (35%)

    + Oversee the review and analysis of the complex funding related to faculty and fellows providing clinical services.

    + Execute and supply monthly review and preparation of the clinical income statement (approx. $170M in annual revenue) and medical center agreements for the Department and all 11 divisions.

    + Serve as the practice plan contact for physician incentive compensation, which includes significant financial analysis including review of physician clinical revenue generation and physician total compensation and understanding and preparing MAC/SAAC agreements. In FY23, the total amount paid to faculty as incentive and semi-annual compensation was in excess of $6 million.

    + Responsible for the coordination with the Divisions and completion of the UWP annual budget.

    + Forecast clinical funds flow for specific providers and/or groups (i.e. use in business plans presented to medical centers for funding proposals).

    + Supply financial analysis including historical information and/or projections related to specific providers and/or groups as requested.

    + Conduct reconciliation of clinical budgets including but not limited to the clinical budget, FHCC, and clinical contract agreement budgets.MEDICAL CENTER FUNDING ANALYSIS (30%)

    + Conduct complex financial analysis related to medical center funding and spending, develop forecasts and reports, as well as provide Departmental leadership with historical, forecast and ad-hoc reports.

    + Develop, track and maintain all department support agreements between the School of Medicine, University of Washington Medical Center, Harborview Medical Center, and FHCC. These include both hospital faculty funded and department support agreements, both of which are tracked by faculty member or by specific practice specialty.

    + Analyze prior clinical performance and shortfalls for budgeting process and preparing new annual agreements each year. Provide monthly and quarterly reports to the Division Heads, Service Chiefs, Associate Directors, Vice Chair and Chair on this activity.

    + Analyze and maintain hospital faculty funded positions (both contract and actual) in the Department’s database and provide monthly and quarterly reporting to the Associate Directors, Vice Chair, Service Chiefs and Chair on this activity. Partner with the Divisions to ensure that the funding is utilized as appropriate.

    + Organize, invoice and reconcile institutional support related to Harborview Medical Center and University of Washington Medical Center, FHCC, and Seattle Children's Hospital.

    + Review and track all clinical contracts that are related to the Department of Medicine.

    + Provide data, additional analysis, and partner with the Divisions to update and analyzing the Hospital Support Database on an annual basis including providing rollups to the Associate Directors, Service Chiefs and Vice Chair for approval and discussions with Medical Centers and School of Medicine.

    + Review and interpret funding documents in order to understand the purpose of the funding and ensure appropriate allocation and spending of funding.

    + Provide recommendations concerning restrictions or other strategic planning to the Finance Committee that will benefit the Department/Divisions.FINANCIAL REPORTING DATABASE (20%)

    + Manage, analyze and maintain the clinical reporting database for the Department in the areas of faculty payroll including but not limited to UWP funding sources and incentives.

    + Regularly query or review data from the database and provide analysis related to payroll, incentives and other information.

    + Furnish analysis and reporting to School of Medicine and Medical Centers as needed for the Hospital Support Database.

    + Coordinate with other financial data sources and members of the clinical programs team related to data report accuracy.LEADERSHIP (10%)

    + Participate in strategic meetings with Departmental and Divisional leadership to weigh in on initiatives and funding implications.

    + Supervise Fiscal Specialist to assist with generating reports and data entry.

    + Provide internal consultative services and direction to the Division Administrators and Associate Directors related to the clinical funds flow, incentive plan and Medical Center support agreements.

    + Develop training for new Departmental and Divisional leadership team members.

    + Partner with finance to ensure smooth transitions between overlapping processes.OTHER DUTIES AND PROJECTS AS ASSIGNED (5%) **MINIMUM REQUIREMENTS**

    + Bachelor’s Degree in Business/Health Care Administration, Finance, Accounting, Clinical Informatics or related field and a minimum of 5 years’ experience in in a healthcare environment and/or clinical programs, finance, accounting and demonstrated success in the management of complex programs, activities or units. **Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **ADDITIONAL REQUIREMENTS**

    + Candidates must have a strong understanding of revenue cycle management, clinical finances, team leadership, physician relations, and oral/written communication, team building, systems expertise, collaboration, organization assessment, decision-making and interpersonal skills and staff development skills.

    + Candidates must also demonstrate a high degree of initiative, financial analysis operational efficiencies and cost containment, and strategic planning.

    + An in-depth working knowledge of academic institutions and physician’s clinical billing and practice management is ideal for success in this position.

    + A combination of education and experience demonstrating an advanced level of competence, in all of the above areas, may suffice in place of the requirement of an advanced degree. **DESIRED QUALIFICATIONS**

    + Advanced Excel – macro experience.

    + Department Manager experience with personnel and accounting module.

    + SharePoint experience.
