    In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

    The Executive Director of Tribal Relations is a highly visible role that represents The Department of Children, Youth, and Families (DCYF) in American Indian policy matters, coordinates Indian policy work across DCYF, and works in coordination with the Tribal Relations Office in the Governor’s Office and with other agencies, coordinates and chairs committees, task forces, and advisory groups, provides expert consultation to executive staff, and oversees and accounts for DCYF activities relating to Minnesota's tribal governments to ensure recognition of tribal authorities, interests, and agreements. The focus of the Indian Policy Office will be to improve outcomes for indigenous populations throughout the state, particularly with the goal of reducing disparities.

    _Responsibilities include:_

    + Managing, planning, and coordinating agency-wide efforts related to Indian tribes, indigenous communities, and Urban Indians to reduce disparities.

    + Directing the Indian Policy Office and serving as a liaison between DCYF, American Indian tribes, Urban Indians, and other agencies/key partners.

    + Leading Indian Country and tribal consultation and advisory groups for DCYF.

    + Working in partnership and collaboration with the Tribal Relations Office in the Governor’s Office and other agencies related to DCYF programs.

    + Providing tribal relations expertise and consultation to the DCYF executive team.

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_

     

    5 years of leadership/management experience that demonstrates the following:

    + Advanced policy analysis experience and/or advanced legislative experience impacting Tribal and Urban Indian communities.

    + Thorough understanding of federal and state regulations and policies impacting Tribal and Urban Indian communities and/or Tribal Governments.

    + Skill in problem solving, mediation, and negotiation with tribal governments, Native and indigenous communities, Urban Indians, agency staff, and other partners to effectively resolve issues.

    + Excellent written and oral communications skills to effectively lead and explain complex and multi-faceted policy, information, strategies, and proposals.

    + Skilled in project planning and operations sufficient to organize projects with others, establish goals and timetables, clarify mutual expectations, and evaluate results.

    + Managing programs, including strategic planning, and directing the work of staff.

    + Ability to work effectively with agency and program leadership as well as external partners.

    + Ability to research, analyze, and interpret complex issues.

    Preferred Qualifications

    + Experience in or substantial knowledge of the functions and objectives of programs for children, youth and families.

    + Knowledge and ability to manage and coordinate an organizational response to the queries, compliments, and complaints of the public and agency stakeholders appropriately and effectively.

    + Excellent judgment in providing a high level of discretion and sensitivity to issues affecting the communities.

    + Knowledge of State and federal statutes and regulations governing programs related to children, youth, and families.
