    The Office of Administrative Hearings (OAH) is seeking applicants to serve as a Human Resources Specialist in our St. Paul office. OAH is the largest of three Executive Branch Courts with over 75 full-time equivalents located in St. Paul and Duluth. OAH, with 30 judges, is comparable in size to the Ramsey County District Court with 32 judges. OAH has exclusive, bench trial-level jurisdiction over 200 unique areas of administrative law and workers' compensation. This means the decisions of OAH are appealable to higher-level appellate courts (Minnesota Court of Appeals, Minnesota Supreme Court, and Minnesota Workers' Compensation Court of Appeals) and not at trial-level district courts. OAH renders justice through fair, timely and impartial administrative bench trial hearings and high-quality dispute resolution services. Since 1976, Administrative Law Judges have served over 250 state agencies and local units of government and heard cases involving over 200 unique areas of law.

     

    The Human Resources Specialist position exists to provide professional level human resources work and provides guidance and consultation in the areas of job classification, compensation, recruitment, staffing and selection for OAH. This position ensures the requirements of all personnel statutes, collective bargaining agreements/plans, personnel rules and administrative procedures are met. This position also provides administrative support for agency wide functions as needed and performs other duties as assigned.

    Minimum Qualifications

    + Associate degree and 18 months of human resources experience or two years of human resources work or related experience.

    + Experience with recruiting, on-boarding, and salary placement.

    + Knowledge of Federal and State employment laws and personnel procedures sufficient to advise and ensure compliance.

    + Ability to establish and maintain effective working relationships.

    + Ability to maintain record keeping systems and procedures and manage confidential information.

    + Communication skills sufficient to efficiently explain HR policies, procedures and collective bargaining agreement provisions to management, staff and job candidates; relay sensitive/unfavorable concepts and announcements.

    + Knowledge of and experience with SEMA4 and Recruiting Solutions, or other HRIS/Recruitment software.

    Preferred Qualifications

    + Knowledge of the State's classification structure, hiring and selection principles, policies and practices to ensure adequate and appropriate support is given to the HR Director.

    + Experience working in a union environment, including contract interpretation and administration of union/labor contracts related to personnel transactions or vacancy filling.

    + Experience using SEMA4 personnel transactions processing sufficient to train, monitor and audit the transactions of other HR staff.

    + Experience conducting classification audits and working within a large and complex classification structure.

    + Ability to work as part of a team and independently to research and respond to issues; effectively prioritize a demanding workload; and juggle multiple tasks simultaneously.

    Physical Requirements

    Requires occasional lifting and/or carrying such articles such as file folders, ledgers, and small office equipment.
