    Planning Analyst

     

    (Full Time, Exempt)

    Hiring Range is $60,253 to $72,892 annually based on qualifications, education and experience as it relates to the position.

    Position Summary:

    Under direction of the Planning Manager, this position is responsible for assisting with and coordinating short and long term planning processes. Areas of responsibility include managing, reviewing and preparing development referral comments and assisting in writing, coordinating and preparing grant projects and policies and procedures, including design standards. This position prepares detailed reports, including but not limited to budget, project tracking, and priorizaiton of future capital projects, and produces graphics for reporting, scheduling and presentations. Performs duties in a manner consistent with the stated values of the organization.

    Essential Duties:

    + Assists with the planning of future projects identified in the 5-Year Capital Improvement Plan.

    + Produces detailed schedules and tracks progress for annual capital improvement projects and the 5-Year Capital Improvement Plan.

    + Coordinates the public planning process including the development of presentations, bringing together stakeholders, and attending or facilitating meetings.

    + Assists in the coordination of submitting capital projects with planning and zoning requirements to cities, counties and other public agencies.

    + Manages, reviews and prepares development referral comments received from the city or county community development and public works departments.

    + Assists in writing and coordinating the preparation of grant applications and grant reporting.

    + Responsible for creating and updating documents needed for the Commission for Accreditation of Park and Recreation Agencies (CAPRA) reaccreditation. Ensures knowledge of the standards that effect the department’s areas of responsibility, and submits documentation in a timely manner.

    + Assists in writing and coordinating the development of department policies and procedures including design standards.

    + Produces detailed reports related to budget, project tracking, prioritization of future capital projects, etc.

    + Produces graphics to be used in reports, schedules, presentations, etc.

    + Assists with general internal project related questions.

    + Assists with special projects as assigned.

    + Develops and maintains professional relationships with District employees, vendors, and citizens.

    + Responds tactfully, respectfully and in a timely manner to inquiries and problems in person, through email, phone and mail by providing helpful information and explanations in-line with District policies and procedures. Thoughtfully handles confrontational or stressful interactions.

    + Attends and participates in staff meetings, trainings, and orientations.

    + Attends and participates in professional group meetings; stays abreast of new trends and innovations in the assigned area.

    + Attends work on a regular, reliable and punctual basis.

    Education and/or Experience:

    + Bachelor’s Degree from an accredited college or university with major course work in Public Administration, Social Sciences, Planning, or a related field.

    + Two (2) years’ experience in administrative management with a public agency.

    + Any combination of experience, training and education that demonstrates the required knowledge, skills and abilities to perform the essential functions of the position may be considered.

    Licenses, Certifications, and Other Requirements:

    + Must possess a valid Colorado Driver License or the ability to obtain upon hire and maintain an acceptable driving record.

    Necessary Knowledge, Skills and Abilities:

    + Knowledge of administrative and public administration practices and procedures.

    + Knowledge of Adobe Photoshop, Adobe In-Design, and Microsoft Office programs: Word, Excel, Outlook, PowerPoint, Project and Microsoft Internet Explorer.

    + Knowledge of Bluebeam Revu is preferred.

    + Ability to produce clear and concise technical writing and creative writing for the appropriate audience.

    + Ability to work under tight deadlines.

    + Ability to research, gather, organize and analyze information.

    + Must be highly motivated and take direction well with excellent interpersonal skills.

    + Excellent interpersonal skills with the ability to provide outstanding customer service, establish and maintain effective working relationships, and interact with others in a professional manner.

    + Excellent communication skills to express facts, data, and ideas clearly and concisely both orally and in writing; and to develop, facilitate and lead presentations.

    + Ability to work independently and with a team in a fast-paced and high volume environment with emphasis on accuracy and timeliness.

    + Solid organizational skills with excellent accuracy and attention to detail.

    + Ability to attend meetings occasionally scheduled on weeknights and some weekends.

    + Knowledge of the principles and tools relevant to land use planning, development, regulations, and permitting

    Material and Equipment Used:

    + Regularly uses standard office equipment including a personal computer, phone, printer, and photo copier.

    + This position may need to drive a District and/or personal motor vehicle to various off-site facilities.

    Working Environment:

    + Works primarily in a clean, comfortable office environment subject to interruptions and background noise.

    + Works outdoors on construction project job sites subject to variable weather, ecosystems and landscapes.

    Physical Requirements:

    + Extended periods spent sitting, walking and standing.

    + Occasional physical work lifting up to 50 pounds.

    + Required to use hands and fingers to handle or feel objects, tools or controls; reach with hands and arms; and stoop, kneel, crouch or crawl.

    + Frequent hand/eye coordination to operate personal computer and office equipment.

    + Vision for reading, recording and interpreting information. Vision acuity to see close-up and at a distance with the ability to adjust focus allowing a broad field of vision.

    + Speech communication and hearing to maintain clear and effective communication. Must understand and be understood.

    + Navigate construction job sites with uneven terrain and obstacles.
