Overview
The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a Security and Operations Administrator to develop, administer, and monitor security measures, policies and procedures within Cuyahoga DD to protect and ensure the safety and security of personnel, assets, property, processes, and systems. This includes monitoring security systems, responding to incidents and ensuring compliance with relevant regulations. Oversee the budget for security and work cooperatively within the Operations Department. The nature of work will include, but is not limited to the following:
+ Administer and coordinate with all interested stakeholders, inside and outside the organization, the goals and programs of the Cuyahoga DD Security and Operations department.
+ Develop and administer both the long-term strategic budget and the annual operating budget for security to accomplish Cuyahoga DD’s goals.
+ Administer and coordinate the daily security functions for all Cuyahoga DD sites.
+ Develop and maintain Cuyahoga DD security policy and procedures and Security Manual.
+ Oversee the inspection, maintenance, repair, and upgrade of Fire, Burglary, Card Access and Video Surveillance systems in accordance with all Federal, State, and Local codes. Coordinate vendor services in support of this function.
+ Prepare specifications and award bids for Security and Operations Department contracts. Prepare and administer the process of Request for Quotes and/or Request for Proposals.
+ Liaise and coordinate as project lead for capital improvement project(s) as needed.
+ Oversee the onsite activities of security guard contractors to ensure that armed and unarmed security services are provided in accordance with Security contracts and Cuyahoga DD policy/procedures.
+ Oversee the security alarm responders to ensure that alarm response is provided in accordance with alarm response contracts and Cuyahoga DD policy/procedures. Personally respond to security alarms when necessary.
+ Coordinate the development and management of each Cuyahoga DD site’s Emergency Response teams and processes. Coordinate and liaise with providers of services at all Cuyahoga DD owned buildings.
**SUPERVISORY DUTIES** : Provide direction to on site unarmed security guards and armed responders.
**UNUSUAL WORKING CONDITIONS** : 24 hour on call responsibility for security and facilities emergencies. Must be able to attend occasional meetings outside of normal business hours. Access to reliable and immediate transportation is a necessity.
*** STARTING SALARY** : The salary listed in the header is the starting salary for all positions in Pay Schedule E. It is important to understand that the actual starting salary will be determined based on many factors including the breadth and depth of the knowledge, skills, education and experiences brought by the candidate. Also, it is Cuyahoga DD’s intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering not only internal equity but also the budgetary constraints.

Qualifications
+ Bachelor’s degree and experience with security and facility operations is required.
+ Minimum five years' experience in security and/or facility operations.
+ Valid state of Ohio driver's license and continued maintenance of excellent driving record.
