    This position serves as the Road Inventory Engineer for the Operations Program Management (OPM) Unit and manages a team of engineers and engineering technicians in the creation and on-going maintenance of the Department’s official road inventory data and other roadway characteristics data using GIS tools and databases. The critical nature of this data is evident in that it is used to determine the official state mileage which directly impacts Federal apportionments for North Carolina through the Highway Performance Monitoring System (HPMS) that approaches $1 billion annually and the Department’s internal budget allocations amongst the Highway Divisions. The Road Inventory Engineer is responsible for oversight and management of the entire road petition and municipal agreement process (pre, mid, and post submission). In addition, this position will serve as the Subject Matter Expert (SME) for petitions and municipal agreements to the Secondary Road Advisory Group, the fourteen (14) Highway Divisions, OPM, GIS Unit, and other external stakeholders. This position will also be responsible for determination of the need for development of contract task orders to support Road Inventory initiatives for data collection and processing, process improvements, etc. This includes but is not limited to asset inventories, condition assessment collection, system enhancements, embedded contract employee support, etc. and other duties as assigned.

    + Demonstrated ability to interpret all laws, codes, regulations, and engineering concepts/practices associated with road construction and road addition/abandonment standards.

    + Experience with communicating verbally and in writing details of plans, project documents, policies, procedures, and training documents to convey information to consultants, department personnel, and other external partners.

    + Knowledge of database structure and concepts to achieve and direct effective analysis, querying, and reporting of data.

    + Considerable experience with the Department’s Linear Referencing System (LRS).

    + Considerable experience with the Highway Performance Monitoring System data, its collection, and submission.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
