    Basic Function

     

    Ramsey County is looking to hire a Geographic Information Systems (GIS) technical lead in the enterprise GIS area of Information Services. This position will be the key technical resource regarding ESRI and related GIS infrastructure and solutions, including the Enterprise Portal implementation. This position will be expected to provide recommendations on GIS architecture and lead key GIS initiatives, including infrastructure management and upgrades, as well as business facing solutions.

    Flexible Workplace:

    This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment.     Act as a subject matter expert in a diverse range of technologies within primary and secondary support areas. Regarded as the “go-to” person for advice, answers, and troubleshooting methods and procedures for the most difficult and complex technology tasks, projects, and issues. Participate in and direct the work of project teams in the implementation and maintenance of the county’s technical infrastructure; to provide input into discussions regarding strategic planning for future server, mainframe and network needs and the best balance of internal and external development resources; and to perform related duties as assigned. Work performed in this class will either focus on network services (data networking), systems administration (servers), or geographic information systems (GIS).

     

    Work at this level requires the complete range of networking and server support abilities, as well as supervision of the work of a team of information services and client department staff convened for the life of a project. Requires expert technical knowledge and acts as the “go-to” person for technology in their primary area of responsibility. Projects supervised are the most complex, require the largest investment of resources, and have the greatest impact on departmental and/or county operations and typically impact operations on a broad scale.

     

    Examples of Work Performed

     

    + Act as the technical expert in network services, systems administration, or GIS and oversee the less experienced staff, including individual and group instruction to both technical staff and departmental customers in the assigned area .

    + Provide support and trouble-shooting services for technical staff and departmental customers with difficult server, network-based, or GIS problems and respond to and resolve departmental user technical problems regarding equipment, operating systems or network-related software.

    + Analyze and document problems in the assigned area with vendor-supplied software and generate documentation for submission of server or network-based hardware and software problems to the vendor; contact outside resources for input into resolving device or device-based software problems and apply corrective action.

    + Provide input into the evaluation of new technical proposals in the area of expertise, to determine their appropriateness and compatibility to Ramsey County’s business processes and operations. Summarize and report recommendations and impact of proposed changes to server, network-based, or GIS hardware and software purchases to county departments and information services management.

    + Manage and oversee applications and infrastructure in assigned areas to maximize the value of these systems to the county including the use of monitoring, diagnostic, and vulnerability tools; development and implementation of physical and data security plans and procedures in order to conform to federal, state, county, and departmental policies; develop and implement plans for major improvements such as application upgrades; and research and development of associated products, services, standards and guidelines.

    + Create, test, and maintain, a disaster recovery plan for assigned technologies that identifies critical County business processes and computerized systems, site preparation requirements, application system recovery materials, and communication methods and processes between the Department of Information Services and other county departments.

    + Work with IS Services supervisor(s)/manager(s) and departmental customers to establish timeframes for project completion, set priorities of work to be done on projects and initiatives, assess relative costs and resources available, provide input into strategic planning decisions for the Department of Information Services, and provide input for county procurement processes related to area of expertise.

    + Lead and direct the work of ad hoc interdepartmental project teams convened to analyze, design, implement, and/or troubleshoot large hardware or software projects. Assign work tasks, monitor progress, and evaluate task performance.

    + Oversee the delivery of consulting services and outside contracted technical or vendor services for county computer infrastructure, ensuring that work is completed according to established agreements and timelines.

    + Consult with network, server, or GIS systems design consultants or vendors for new solution products, expansions or upgrades. Research with expert sources, organize team assessment for input, determine preliminary cost impact and submit recommendations to senior management.

    + Oversee the design and implementation of the architecture and databases associated with on-premises and County-managed cloud implementation of specific applications as well as associated extensions and data models.

     

    (The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

     

    ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11.

    Minimum Qualifications

    Education: Bachelor's Degree in geographic information systems, management information systems, computer sciences, or a related field.

     

    Experience: Six years of progressive experience with server hardware and server-based operating systems administration, data network and network device support, or geographic information systems administration.

     

    Substitution: Equivalent combination of education and related experience.

     

    Exam/Screening Process Information

    The examination process will consist of the following section with each section weighted as indicated:

    + Training and Experience Rating = 100%

     

    The examination for the IS Tech Services Lead Specialist will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response . Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

     

    Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the Rule of 10 eligible list for an employment opportunity as a IS Tech Services Lead Specialist . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

     

    Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
