    Summary You will serve as a Telecommunications Specialist for the U.S. Indo-Pacific Command (USINDOPACOM) Strategy, Plans and Electromagnetic Spectrum Division Communications System Directorate J6. The duty station is the Camp H.M. Smith, HI. Responsibilities You will serve as a Telecommunication Specialist in the Joint Frequency Management Office providing technical expertise. You will ensure the ability of communications-electronics equipment, subsystems, and systems together with ships, aircraft and electro-mechanical devices to operate in their intended operational environment. You ensure that there is operational unacceptable degradation because of unwanted electromagnetic radiation or response. You will provide electromagnetic spectrum support, minimize harmful interference, and exercise overall management of the electromagnetic spectrum during USPACOM-directed exercises and operations in 36 countries, territories, and possessions. You will develop plans, policies, and radio spectrum allocation actions to accommodate new and evolving USINDOPACOM requirements. You will formulate, develop, and implements spectrum allocation and assignments plans for joint U.S. military and allied nations use to ensure electromagnetic compatibility between all government and non-government organizations. You will participate in the development and promulgation of operational concept documents describing the overall RFI management process. Provides guidance and develops plans for exercises and real-world contingency operations. You will collaborate and plan with other command, civil agencies managers, and appropriate supporting organizations to negotiate, decide on, coordinate, and/or integrate organization operation and interests of other organizations. You will evaluate reports by analyzing facts and performing appropriate research and prepares detailed responses. You will determine appropriate recommendations for unresolved or questionable problems and performs follow-up. You will research and determine, and/or recommend appropriate actions or interpretation of issues that impact organization, command, or collaborating agencies. Develops the Electromagnetic Spectrum Management Strategic Plan and C4 Campaign Plan for USINDOPACOM. You will be need to be familiar with the functions and responsibilities of the Joint Electromagnetic Spectrum Operations Cell Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-12) in the private or public sector using knowledge of electromagnetic spectrum management principles, concepts, established policies, practices, regulations, and laws concerning the spectrum management process and initiatives of the National Telecommunications and Information Administration (NTIA),International Telecommunications Union {ITU) Radio Regulations, and Federal Communications Commission (FCC) to perform the following: 1) Develop, oversee and implement policies, procedures, and spectrum use plans 2) Apply technical and electronic engineering parameters encompassing the entire broad field of communications and electronic systems to technically evaluate radio spectrum requirements to ensure electromagnetic compatibility of operating systems. 3) Demonstrate broad technical experience with current and evolving satellite, terrestrial systems, wireless technologies, high/super and extremely high frequency systems, and radars. 4) Assisting in conducting assessment of emerging spectrum management capabilities, and to spectrum use plans as a key member on numerous working committees/groups. 5) Conveying a variety of highly technical and engineering information to professional and non-technical management personnel at the highest levels within and outside your organization. 6) Reviewing and processing technical data characteristic of spectrum certification (DD-1494 or civilian equivalent). This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position requires rotating shift work. You will be required to be on-call outside of normal working hours. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. This position is eligible for situational or ad-hoc telework at the discretion of management.
