Description
POSITION SUMMARY:
Works under the Supervisor of Bridge Maintenance and the direction of a manager, director, or commissioner.
Performs supervisory work including but not limited to maintenance, construction and/or repair of bridges, harbor operations, levee operations and hands on in the maintenance, construction and repair of bridges, retaining walls, fencing, guard rails, stairways, railings, and drainage systems. Performs supervisory work in the cleaning of bridge walks and decks and the painting of railings, stairways, and bridge structural members. Dispatches all bridge crews and motorized equipment. Responsible for handing out daily assignments to crew and ensuring assignments are completed. Performs other related duties and responsibilities as required.
* A culvert may be considered a bridge.
ESSENTIAL JOB FUNCTIONS:
+ Exercises technical, general, and/or administrative supervision over assigned staff.
+ Demonstrates an understanding of the full range of procedures, techniques, tools, and equipment used in bridge construction maintenance and repair and demonstrates an understanding of the common laws and regulations affecting bridge maintenance and keeps current on advancements.
+ Demonstrates the ability to apply this understanding in identifying and resolving the common problems associated with the work. Demonstrates an ability to identify basic risks and liability implications associated with the work, take appropriate action to minimize those risks, and refer common legal issues to higher level supervisory authority.
+ Demonstrates an understanding of established safety practices and equipment care procedures and demonstrates an ability to instruct others in such practices and procedures.
+ Performs basic computer skills to operate a keyboard and mouse; and produce required reports and work-related forms.
+ Demonstrates an ability to prioritize own work, the work of others, and meet project and program deadlines.
+ Assists in the planning, coordination, and monitoring of projects and programs in assigned area of responsibility.
+ Monitors the daily progress of projects and programs.
+ Ability to effectively listen, speak, write, and interact tactfully in a work group or with the public.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
+ Graduation from high school or General Educational Development (G.E.D.) Tests equivalency; must have had possession of a journeyman's card in the iron working, boilermaker, carpentry, cement mason or closely related building construction trade, and one (1) year of experience as a Bridge Mechanic. A current Journeyman’s card may be substituted with six (6) years of related work experience.
+ Must certify in the Telescopic Boom Crane – Fixed or Wing Cab (AKA Service Truck) given by the National Commission for Certification of Crane Operators (NCCCO) within two (2) years from date of hire.
+ Must possess a valid Class A Commercial Driver's License with a tanker endorsement and no restrictions as to the operation of vehicles with air brakes.
+ Must have the ability to lift, carry and use objects weighing up to 90 lbs.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

Roth 401(k)
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
