Job Description:
Responsible for the collection and validation of historical data, preparation of analytical summaries, and generation of forecasts used in company analytics and reporting. Identifies trends and develops models that support special studies and new programs. Updates and maintains group databases and reference tables to produce timely, accurate projections. Responds to internal and external data requests and provides timely, accurate reporting in support of compliance and financial filings, resource planning processes, and other reporting requests. Provides excellent customer service to internal and external stakeholders and serves as a department resource educating internal and external stakeholders on data, trends, estimates, and methodologies. Cross trains with other department personnel and provides backstop support as needed.
Note:
There is one position available and the position will be filled at one of three job grade levels: Economist Statistician I, job grade 7; Economist Statistician II, job grade 9; or Economist Statistician III, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Economist Statistician III
Hiring Salary Range: $106,000-135,000
Economist Statistician II
Hiring Salary Range: $96,000-$121,000
Economist Statistician I
Hiring Salary Range: $77,000-$96,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.
Responsibilities:
Data Collection and Validation:
+ Collect and update databases related to historical and projected energy usage, demographics, economics, distributed generation, transmission and load zones, customer accounts, renewable resource shapes, weather data, survey responses, specific customer programs and rates, financial data, and other aggregates as assigned.
+ Review collected data for trends, outliers, and errors; corrects errors prior to modeling.
+ Develop and maintain master data reference tables that map delivery points, transmission entities, states, members, weather stations, organized markets, economic and demographic data, programs, and other important aggregates for the Member load system; evolve mappings to reflect ongoing changes.
+ Collaborate with others to prepare periodic surveys; reviews and tabulates results into models and forecasts.
+ Archives forecasts and data sets to avoid overwriting key financial and regulatory datasets.
Econometric and Statistical Analyses:
+ Utilize econometric techniques to develop intermediate-term and long-term energy, demand, customer account, and programmatic forecasts that reflect trends and known events. Completes analyses, studies, and reports that are of moderate to challenging complexity.
+ Analyze Member service areas in relation to geography, demographics, economics, agricultural practices, distributed generation, organized market, transmission provider, industrial concentration, demand response, beneficial electrification, large customers/high-impact loads, and other effects on load forecasts. Be able to identify and document trends that impact Tri-State’s members or the industry.
+ Develop special studies and new models related to loads, new markets, and new customer programs or estimate areas that are moderate to complex in nature. Special studies may include, but are not limited to, economic fluctuations, extreme weather impacts, reliability, contract changes, new technologies, prices, regulatory commitments, etc. Tests models during the development stage for reasonability and goodness of fit.
+ Execute forecasting responsibilities with a high degree of accuracy within given deadlines and flag unusual items to management as appropriate.
+ May represent Tri‑State on committees, forums, hearings, and other related activities, as required, and provide outreach to internal and external data providers or data users.
+ Incorporates new contracts and programs into customer energy and demand modeling.
Reporting:
+ Prepares accurate, timely responses to internal and external data requests.
+ Supports internal and external reporting, including transmission compliance and regulatory reporting, financial and rating agency reports, special studies, and other purposes as required.
+ Establishes standardized reports and data visualizations for routine department data requests.
+ Provides Members with forecast reporting, incorporates Member feedback, and provides timely response to Member data requests.
Other Duties and Responsibilities:
+ May mentor or train other staff members in the use of methodologies, tools, or forecasts.
+ Provide project management assistance as needed.
+ Educates internal and external stakeholders on Tri-State data, trends, methodologies, programs, and special studies.
+ Cross trains and provides backup support for other analysts within Analytics and Forecasting.
+ Develop and maintain documentation on computer‑based models, databases, programs, code structures, and data‑handling systems.
+ Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to the functional area.
+ Demonstrates behaviors consistent with company values.
+ Works to continually improve processes and estimates.
+ Performs other related duties as assigned.
Qualifications:
Education and Training
Bachelor's degree in Statistics, Mathematics, Economics, Engineering or related discipline with heavy emphasis on statistics/econometrics, or an equivalent combination of education and/or experience.
Knowledge, Skills, and Ability:
+ Working knowledge of/proficiency in statistical analysis, econometrics, quantitative modeling, or other related quantitative techniques used in time series regression modeling.
+ Ability to plan, develop, run, and interpret time series multi-variate regressions and other statistical models.
+ Strong analytical skills and the ability to analyze problems and develop effective solutions.
+ Strong database management skills and proficiency in SQL coding/querying and macros.
+ Proficiency with Microsoft Office, including PowerPoint, and Excel
+ Solid data visualization skills and the ability to highlight trends effectively with graphs and charts.
+ Ability to communicate effectively and professionally - both verbally and in writing - with internal and external partners at all levels of the organization. Ability to communicate statistical concepts and analyses to non-technical audiences.
+ Strong customer service orientation and the ability to build and maintain effective working relationships with external customers and people at varying levels of the organization.
+ Ability to perform detailed work with a high degree of accuracy, attention to detail, and strong organizational skills.
+ Ability to work independently while also being a strong team player. Ability to partner with others to achieve team goals and coordinate effectively on tasks to meet group deadlines.
+ Ability to think ahead, prioritize effectively (and seek management guidance as needed), multi-task, and meet deadlines.
+ Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job; The department strives to minimize overtime, but the ability to work overtime periodically, including some evenings or weekends, is an essential part of the job.
Other:
+ Willingness to travel as required (is generally less than 5% of the time). (Must possess a valid driver’s license.)
+ Must be able to demonstrate that he/she can perform all the essential functions of the position.
**DESIRED JOB QUALIFICATIONS** :
+ Proficiency programming with and managing data sets with SAS statistical software strongly preferred; experience utilizing SAS Energy Forecasting desired.
+ Prior database management experience is strongly preferred.
+ Prior electric utility experience, including end-use customer demand forecasting desired.
