    General Description

    This is a supervisory position in the Division of Equipment Services, Department of Environmental Services. Incumbents in this class perform a wide variety of supervisory functions within the scope of the operations of the Central Vehicle Maintenance Facility. General supervision is received from a higher-level manager. Performs related work as required.

    Typical Work Activities

     

    + Supervises, schedules, and assigns work to all levels of automotive and equipment maintenance and repair personnel;

    + Coordinates the scheduling and assignment of fleet vehicles and monitors outgoing and incoming vehicles;

    + Oversees repair work that is sublet to outside vendors;

    + Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels and training needs;

    + Provides assistance to repair personnel in the diagnosing of repair work;

    + Administers the preventative maintenance program;

    + Monitors employee performance , time, and attendance records and when necessary administers disciplinary procedures in accordance with the collective bargaining agreement;

    + Reviews work order billing for accuracy;

    + Implements and enforces safety policies through regular inspection of facilities and equipment;

    + Trains and counsels subordinates in procedures, policies and in safety practices and meets regularly with them to discuss concerns;

    + Writes brief narrative reports and memos;

    + Operates heavy equipment or vehicles on an as needed basis.

    Minimum Qualifications

    High School diploma or GED PLUS

     

    + Associates’ degree* in Automotive Technology or related field AND one (1) year experience supervising mechanics in the repair and maintenance of heavy equipment or automotive equipment, which must have included heavy duty diesel equipment and hydraulic systems. Experience must have involved the supervision of at least five (5) mechanics.

    OR

    + Certification as an ASE Master Automotive Technician or Master Medium/Heavy Truck Technician AND one (1) year of experience as described in 1.

    SPECIAL REQUIREMENTS:

    + Possession of a valid New York State Class D operators license at time of appointment. Incumbents must maintain this license throughout their employment in this title.

    + Possession of a New York State Class B Commercial Drivers license with air brake endorsement within 6 months of appointment. Incumbents must maintain this license throughout their employment in this title.

    + Possession of a N.Y.S. Motor Vehicle Inspector’s License (Group 1 and 2) within three (3) months of appointment. This licensure must be maintained through employment in this title.

    *Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.

     

    Exam Information

     

    Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.

    Preparing Written Material:

    These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences, followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

    Operation, Maintenance, and Repair of Automotive, Truck, and Heavy Highway Maintenance Equipment:

    These questions test for knowledge of the operating characteristics of various components of automotive and heavy motor vehicle equipment and the proper maintenance and repair procedures to use on this equipment.

    Fleet Management:

    These questions test for knowledge of the principles and practices involved in managing a fleet of motor vehicles, including such areas as proper preventive maintenance techniques; accident prevention and safety; economics of vehicle operation, repair and replacement; and setting appropriate staffing levels in a fleet management facility.

    Repair Shop Management, including basic automotive economics and operation, and maintenance of shop equipment:

    These questions test for knowledge of the proper operating procedures involved in managing an automotive repair shop, including such areas as equipment maintenance and repair, scheduling and coordinating work operations, and cost estimating.

    Supervision:

    These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

    Test Guide:

    + The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available online at: https://www.cs.ny.gov/testing/testguides.cfm.

    + The Central Library of Rochester and Monroe County MAY have exam-related material, as well as other branches. (i.e., CSEA Exam Preparation booklets)
