    THE POSITION

    The Department of Transportation is actively looking to hire a Geospatial Analyst who will be responsible for designing and developing intricate geospatial products. This role involves overseeing the planning, coordination, and execution of geospatial projects that have a significant impact across various programs. The successful candidate will supervise a team of Geospatial Specialists engaged in technical and analytical tasks related to geospatial systems, specifically within the Photogrammetry Surveys Section of the Engineering Automation and Services Division in the Bureau of Construction and Materials.     DESCRIPTION OF WORK

    In this position, you will be responsible for conducting sophisticated geospatial analyses and supervising the application of spatial modeling, data integration, bare earth modeling, and topographic feature identification to develop and present geographic solutions. You will plan and implement both contracted and in-house 3D modeling and mapping projects, tailoring geospatial acquisition and evaluation processes to meet the specific requests of the District. Collaboration with the Engineering Automation Engineer will be essential to maintain an inventory of UAS equipment, manage a list of PennDOT-certified remote pilots, archive UAS risk analysis forms, and track UAS flights. Additionally, you will assist in the certification of remote pilots and support Districts in the mapping and modeling of Unmanned Aerial Systems (UAS) data. Your role will also involve maintaining archives of geospatial raw data, managing survey control inventories, and overseeing project management tools through the Section's website, while contributing to the development of the website and the Geographic Information System (GIS) graphics interface.

     

    You will oversee the management of work tasks for each project, directing the Unit's staff to ensure that deadlines and customer expectations are consistently met. Furthermore, you will organize, implement, and sustain a comprehensive training program that includes on-the-job and group instruction across all aspects of aerial mission planning, aerial triangulation, compilation, mapping, editing, 3D modeling, and the preparation of deliverables necessary for mapping activities. Participation in the Section's annual strategic planning sessions will be required, where you will provide valuable insights to be integrated into the Section's strategic plan. Continuous evaluation of the efficiency and effectiveness of the 3D modeling and Photogrammetric Geospatial Mapping unit's operations will be a key responsibility. You will also manage service purchase contracts for piloted aerial photography and lidar data acquisition, and, under the direction of the Section manager, oversee open-end contracts for geospatial mapping, including their development, negotiation, and execution of work orders. Additionally, you will provide internal work order scopes and estimates, negotiate individual work orders, and conduct final quality assurance for consultant geospatial projects.

    Work Schedule and Additional Information:

    + Full-time employment

    + Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.

    + Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

    + Salary: In some cases, the starting salary may be non-negotiable.

    REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

    QUALIFICATIONS

    Minimum Experience and Training Requirements:

    + One year as a Geospatial Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);or

    + Two years of technical experience utilizing geospatial programs to capture, store, manipulate, analyze, maintain and present geospatial data; and an associate’s degree in geographic information systems, geography, geospatial technology, cartography, computer science, natural science, or related STEM field (science, technology, engineering, and mathematics), including or supplemented by six (6) credits in geospatial coursework;or

    + An equivalent combination of experience and training, which includes or is supplemented by six (6) credits in geospatial coursework.
