Summary You will serve as an Administrative/Technical Specialist in the Business and Financial Office; Mine Warfare and Unmanned Operations Department or Expeditionary Warfare and Littoral Operations Department of NAVSURFWARFCTR PANAMA CITY DIVISION. If selected, you will serve as Lead Financial Analyst. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $137,000). Responsibilities You will analyze complex financial data and provide solutions or guidance to management. You will lead and direct division analysts under the Enterprise Resource Planning (ERP) integrated business management system. You will review and interpret Navy Working Capital Fund (NWCF) policies, regulations, and directives to determine impact to financial operations. You will develop and monitor the annual financial execution plan to ensure achievement of financial targets for production overhead, G and A, service cost centers, and investment budgets. You will research complex financial and budget issues and questions, by investigating and fact-finding to support the Department Head with making policy and guidance decisions, and to provide policy and guidance to senior leadership. You will analyze and evaluate (either quantitative or qualitative) the effectiveness of programs to meet established goals and objectives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector analyzing the financial resources for an organization. Examples of specialized experience may include: formulating, justifying, or analyzing budgets; exercising judgment to provide financial management advice to management or customers; conducting financial planning and control, accounting, budgeting, or financial analysis and reporting; creating, analyzing, or evaluating financial data or reports using business tools and applications; evaluating financial performance metrics to provide recommendations or solutions. The salary range shown in the announcement represents all of the positions within the band, including high-grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $137,000).
