Job Description
This position may be eligible for part time remote work
As the sole staff revenue and operating budget specialist, the position has department-wide responsibility to project, track, and monitor over 35 of the DNR’s restricted funds. This process includes the projection of all hunting and fishing license sales/revenue trends. The specialist utilizes multiple data sources to project future trends and analyze sales volumes to determine the effect on DNR revenues. The specialist also devises methods to analyze economic data to project and monitor revenue and determine the impact of DNR appropriations on fund balances. This position provides information on these funds to DNR executive staff, the State Budget Office (SBO), Treasury, the Legislature, and various external constituent groups. This specialist position is responsible for developing the DNR’s annual operating budget, which totals over $450 million. The position’s responsibilities include recommending changes to the DNR’s budget, drafting budget requests, and implementing the DNR’s annual budget after the appropriations process is complete. Other duties include completing legislative bill analyses; addressing budgetary information requests from DNR staff, the State Budget Office, the legislative fiscal agencies, and other outside sources; serving on department workgroups and completing special projects upon request; and assisting the DNR Capital Outlay Specialist and Budget Section manager.

Required Education and Experience
Education
Possession of a bachelor's degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.
Experience
Four years of professional experience equivalent to a Financial Analyst; including two years equivalent to a Financial Analyst P11, Accountant P11, or Auditor P11 or one year equivalent to a Financial Analyst 12, Accountant 12, or Auditor 12.
Alternate Education and Experience
Possession of a Certificate in Public Accounting (CPA) may be substituted for one year of Financial Analyst P11 experience.

Vacation and Sick Leave:Eligible full-time employees receive between15 and 35 personal daysand 13 sick daysper year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.
Paid Parental Leave:Eligible employees can take 12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.
Paid Holidays:Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.
Bonus Programs:Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.
