At CMCS (Cardinal McCloskey Community Services), our mission is to protect, empower and promote independence for at-risk children and families and those with developmental disabilities through quality community-based services.
CMCS is seeking a dynamic candidate to become our next Administrative Director of Foster Care! In this role, you will be responsible for implementing the agency's mission, vision and values within all areas of the Foster Care program. Responsibilities include the development of program/department goals and objectives as well as the coordination and supervision of the full range of Social Work and ancillary services for the Foster Care team. The Administrative Director of Foster Care serves as the main liaison between CMCS and regulatory bodies including the Administration for Children's Services (ACS) and the Office of Children and Family Services (OCFS).
General Responsibilities:
+ Ensure the delivery of comprehensive, timely, and quality social work and supportive services that are consistent with the regulations and policies of all oversight regulatory bodies, including, but not limited to OCFS and ACS.
+ Directs the implementation of policies and procedures for the E FFC program.
+ Prepares for external audits and reviews, prepares improvement plans and monitoring their implementation.
+ Analyzes program performance data to inform the priorities for quality improvement efforts .
+ Identify gaps, needs, or opportunities, including developing proposals and recommendations for new or revised policies and programs.
+ Develop and enforce procedures and protocols to ensure practices align with quality standards and compliance with all regulatory and agency requirements and standards established by The Council on Accreditation.
+ Develop and foster a high performance, inclusive and accountable culture throughout the division, aligned with CMCS's core values and organizational commitment to Sanctuary practices.
+ Establish and maintain effective collaboration between EFFC team members and leaders throughout the organization to encourage knowledge sharing, maximum resource utilization, and collaborative problem solving.
+ Provides targeted supervision to the director of foster care and the director of permanency and completes performance reviews.
+ Manages the program's financials and ensures that revenue is maximized, and that revenue is aligned with staffing; makes timely staffing modifications in relation to program census.
+ Ensures that programs maintain adequate census for program sustainability.
+ Searches for opportunities for growth and development within the area of social work service delivery and assists in preparing timely, high-quality responses to new RFP's that will enhance service delivery across the agency.
+ Provides social work / administrative consultation as needed across all agency departments.
+ Ensures that all EFFC staff receive appropriate orientation and in-service.
+ Develops relationships with preferred providers, including drug treatment, mental health (Article 16, 28 and 31 Clinics) facilities, and housing providers; troubleshoots and establishes systems for the delivery of services and reporting back to the Agency.
+ Approves bills and expense sheets for payment in accord with the procedures of the Finance and Purchasing Departments and processes for payment.
+ Represents the Agency at meetings, work groups and conferences with other agencies (i.e., ACS/OCFS/COFCCA), practitioners, inter-agency committees, and regulatory bodies..
Requirements:
+ A minimum of a Master's Degree in Social Work or relevant field.
+ A minimum of five year's supervisory experience.
+ Relevant Supervisory Experience in a child welfare setting
+ Excellent organizational and time management skills
+ Exceptional writing and public speaking abilities
+ Knowledgeable about social work and clinical issues across the lifespan for the special populations of child welfare
+ Ability to understand data analytics for performance improvement
+ Strong computer skills
Additional Requirements:
+ Fluency in English and Spanish a Plus
+ Valid NYS driver's license and own transportation for travel to various worksites
+ Citywide travel required
