    Summary If you are interested in a position that directly supports achievement of the administrative and operational aspects of a dynamic, independent federal law enforcement agency, this job is for you! Selectee will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE-278) within 30 days of appointment and annually thereafter. Responsibilities As Chief of Staff, you will: Serve as the principal deputy to the PSA Director and will have delegated authority to act in the absence of the Director by making final agency decisions related to the operations of the Agency. Serve as a delegate authorized to act in the absence of the Assistant Director for Defendant Engagement and System Support and/or the Assistant Director for Management and Administration by making final decisions related to the operations of each division, as appropriate. Serve as senior advisor to the PSA Director and Assistant Directors on the full range of operational and mission-support functions, including human capital management, policy development, strategic planning, finance and administration, and information technology. Oversee, manage and lead programmatic initiatives and daily operations of the Office of the Director and collaborate with office leadership to ensure strategic alignment with the mission, goals and objectives of PSA. Facilitate human resources planning and personnel actions on behalf of the Office of the Director. Oversee budget and contract administration for the Office of the Director to ensure achievement of the organization's mission. Manage and coordinate tasking responses, work activities, assignments, and projects internal to the organization, ensuring effective and timely completion of projects delegated to PSA offices. Manage Office of the Director staff. Plan and assign work, delegate responsibility, and establish priorities. Counsel employees on performance and administrative issues; interview candidates for positions and recommend or take personnel actions. Establish performance standards and evaluate performance and overall effectiveness in meeting office and PSA goals and objectives. Provide developmental activities for staff. Identify means of improving the efficiency and effectiveness of the office. Perform budget development and execution activities for the office, assuring that resources are acquired and managed in accordance with relevant policy and procedures. Requirements Conditions of Employment Conditions of Employment 1. Must be a U.S. Citizen. 2. Males born after 12-31-59 must be registered for Selective Service. 3. Suitable for Federal employment, determined by a background investigation. 4. May be required to successfully complete a one-year SES probationary period, if not already completed. 5. Must provide written narratives on each of the Executive Core Qualifications (ECQs), if applicable and Professional/Technical Qualifications (PTQs). 6. Qualifications Candidates must have a Juris Doctorate degree from an ABA accredited law school and be a current member in good standing of the bar association of any state within the United States or District of Columbia. If not a member of the District of Columbia Bar, the incumbent must be eligible for admission without examination under DC Court of Appeals Rule 46(e)(3). As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications (PTQs) and Executive Core Qualifications (ECQs). All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, your application must show evidence that you possess the five ECQs and PTQs, listed below. Also, current or former SES members must include with your application a copy of your most recent SF-50, Notification of Personnel Action, verifying your appointment to SES. Candidate Development Program Applicants If you are a graduate of the Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been certified by OPMs Qualification Review Board (QRB), you are only required to provide a narrative for each Professional/Technical Qualifications listed in the vacancy announcement. CDP graduates must include a copy of your OPM CDP graduation certificate. Non-SES Applicants Non-SES applicants must submit a narrative for each of the Professional/Technical Qualifications and the 5 Executive Core Qualifications. Excess pages will not be considered. Professional/Technical Qualifications (PTQs): 1. Skill in senior level management of programs in a variety of operational and administrative areas, including legal services, human capital management, information technology, strategic planning, policy development and financial management. 2. Skill in providing accurate and well-researched legal analysis, advice, and recommendations on a wide-range of topics, including operational and mission-support matters. 3. Demonstrated skill in written and verbal communication with a variety of audiences and demonstrated ability to interpret complex program policy and technical information to a variety of audiences. Executive Core Qualifications (ECQs): ECQ 1, Leading Change: This core qualification measures the ability to bring about strategic change, within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2, Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3, Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results, by applying technical knowledge, analyzing problems and calculating risks. ECQ 4, Business Acumen: This core qualification involves the ability to acquire and manage human, financial and information resources strategically. ECQ 5, Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and Local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Education Candidates must submit law school transcript(s) from an ABA accredited law school. Transcripts may be official or unofficial and must include the school's name, student name, degree and date awarded.
