    Overview

     

    TekSynap is seeking a Deputy Program Manager / TOC Operations Manager to lead complex IT program activities and day-to-day operational delivery within the Enterprise Operations Center (EOC). This dual role supports the Program Manager in overseeing allfacetsof program execution—including planning, financials, reporting, and team leadership—while directly managing the 24/7/365 operations of the Technical Operations Center (TOC).

     

    The DPM/TOC Manageris responsible forensuring continuous monitoring, incident response, network performance, service delivery, and collaboration across engineering, security, and service desk teams. This is a hands-on leadership role that demands both strategic oversight and tactical execution in a high-availability federal environment.

    Responsibilities

    + Support the Program Manager in executing all aspects of the program’s operational and administrative functions.

    + Provide day-to-daytechnical and managementleadership of TOC operations, ensuring 24/7/365 support and service continuity.

    + Lead cross-functional teams of engineers, analysts, administrators, and compliance personnel.

    + Plan, track, and manage project schedules, budgets, performance metrics, and deliverables.

    + Direct incident response, root cause analysis, and rapid remediation processes.

    + Serve as liaison between technical staff, business stakeholders, and government customers.

    + Participate in status meetings, PMRs, andbriefings;support reporting and analysis for the COR, CO, and Program Manager.

    + Proficiencyin managinghybrid and cloud high-computingenvironments

    + Oversee documentation, dashboards, and operational baselines for audit readiness and transparency.

    + Implement and refine AI-driven monitoring, automation, and SRE (Site Reliability Engineering) practices.

    + Ensure SLA compliance,identifyrisks andissues, and support continuous service improvement initiatives.

    + Contribute to business development through referenceable performance and stakeholder engagement.

    Required Qualifications

    + Bachelor’s Degree or higher (or 10+ years ofdirectly relatedIT experience).

    + Minimum5years of IT program or project management experience, including experience delivering technical and managerial oversight in large-scale, multi-team federal IT programs.

    + Project Management Professional (PMP) certification or equivalent.

    + **At least one of the following technical certifications:**

     

    - CCNP (Cisco Certified Network Professional)

     

    - CCIE (Cisco Certified Internetwork Expert)

     

    - MCITP/MCSE (Microsoft Certified IT Professional or Solutions Expert)

     

    - CISSP (Certified Information Systems Security Professional)

     

    - Or equivalent technical certification.

     

    + Demonstrated experience leading complex federal IT programs,preferablyin DHS environments.

    + Proven ability to manage shift-based technical teams and interact across SOC, ESD, and CIRT.

    Preferred Skills

    + ITIL Foundation or comparable IT service management certification.

    + Demonstrated experience supporting DHS or USCIS programs.

    + Deep knowledge of SDWAN, infrastructure monitoring, and site reliability engineering.

    + Experience deploying AIOps solutions or automation frameworks for operational efficiency.

    + Familiarity with IDIQ/TO contract structures and federal acquisition regulations (FAR).

    + Strong oral and written communication skills, including stakeholder briefings and team leadership.

    + Experience overseeing hybrid cloud, Equinix, or enterprise network environments.
