    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. Overview The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. Through DYCD’s Workforce Connect division, the agency provides New Yorkers with paid work experiences, work readiness and occupational training, academic support, job placement services, and financial empowerment through a variety of programs, including those focused on youth (such as Summer Youth Employment Program and Work, Learn and Grow) as well as out-of-school, out-of-work (OSOW) community members. DYCD is seeking an experienced, proactive, results-oriented Director of Employer Engagement and Partnerships for the Workforce Connect division. The Director will be instrumental in managing existing employer relationships, driving new partnership opportunities, developing training and resources for contracted community-based organizations, and overseeing operations for a team that works citywide and cross-sector to further enhance DYCD’s workforce development efforts. The Director will manage three direct reports and work closely with the Senior Director to ensure effective delivery of program objectives.

    Key Responsibilities

    - Lead Employer Engagement Operations: Execute comprehensive strategies to cultivate and sustain partnerships with employers, community-based organizations (CBOs), and other stakeholders to enhance career pathway opportunities through DYCD’s workforce development programs.

     

    - Team Leadership and Supervision: Manage a team of three staff members, providing guidance, support, and professional development opportunities to ensure high-quality service delivery and achievement of program goals.

     

    - Project Management and Oversight: Lead the planning, execution, and management of employer engagement initiatives, ensuring efficient resource allocation, monitoring outcomes, and reporting on the status of each partnership to senior leadership.

     

    - Partnership Development: Build relationships with employers across diverse sectors, focusing on securing internships, job placements, and other career development opportunities for participants in high-growth industries. Evaluate partnerships and drive efforts to optimize their impact.

     

    - Data-Driven Decision Making: Leverage data to assess the effectiveness of employer partnerships and the overall success of workforce development programs. Provide regular reports and insights to guide long-term planning and strategy.

     

    - Capacity Building and Stakeholder Training: Train internal stakeholders, CBOs, and employers to improve program delivery, enhance workforce readiness activities, and ensure alignment with DYCD’s mission.

     

    - Cross-Department Collaboration: Work collaboratively with other DYCD departments, external partners, and community organizations to align efforts and maximize program impact.

     

    - Stakeholder Communication: Serve as a thought partner for senior leadership in defining program goals, addressing challenges, and implementing solutions that advance DYCD’s workforce development priorities.

     

    - Special Projects: Support senior management with special projects, events, and other initiatives, as needed, to further the success of the organization’s mission and goals.

    Qualifications

    1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

    2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

    3. A four-year high school diploma or its educational equivalent and six years of

     

    satisfactory, full-time progressively responsible experience as described in "1"

    above, 18 months of which must have been in an administrative, managerial,

    executive or supervisory capacity. The supervisory work must have been in the

     

    supervision of staff performing clerical/administrative work of more than

    moderate difficulty; or

    4. Education and/or experience equivalent to "1", "2" or "3" above. However, all

     

    candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above

     

    the high school level may be substituted for the general clerical/administrative

     

    experience (but not for the administrative, managerial, executive or supervisory

     

    experience described in "1", "2" or "3" above) at a rate of 30 semester credits

     

    from an accredited college for 6 months of experience up to a maximum of 3½

     

    years.
