_**Hybrid Eligible:** Employees may telework up to 50% or more, depending on the position and the needs of the division. This position has the administrative responsibility to supervise the coordinated analysis and project planning for the Driver Services program area. This includes employee and Driver License (DL) Agent training and development, as well as legislative/policy development activities within the Driver Services program area. The position also provides liaison services to the 120+ appointed DL Agents in order to carry out the goals and objectives of DVS. This position is further responsible to oversee management of the driver's license issuing process, which includes verification of personal identity and oversight of the variance process; ensuring accurate issuance of driver's licenses and identification cards; ensuring accurate accounting of over $20 million in annual fees; management of the contract with the card vendor; and coordination of federal grant projects undertaken by Driver Services.
Minimum Qualifications
+ Three* (3) years of experience in customer service, customer relations, driver's license processing/examination, and/or compliance or regulatory program administration.
+ Supervisory or leadwork experience. To qualify, lead worker experience must include ongoing responsibility to prioritize, schedule, assign, direct, guide and report on the work of other employees.
Experience to include:
+ Working with program budgets, program evaluation/process improvements, policy analysis.
+ Proficiency in reviewing and monitoring reports.
+ Proficiency in the use of Excel to create reports.
+ Applying and explaining complex laws, rules, policies, and procedures in writing and verbally.
+ Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
*Bachelors degree or higher may substitute for one year of required experience
Preferred Qualifications
+ Experience managing day-today operations, planning, organizing, and directing work and staff.
+ Experience partnering with subject-matter experts and working with a variety of teams.
+ Excellent written and oral communication skills and the ability to work with other state and federal agencies, stakeholders, industry, and community partners.
+ Experience with state laws, Minnesota rules, regulations, and policies related to grants management.
+ Experience managing state grants.
+ Experience with legislative processes, implementation, and policy development.
Physical Requirements
Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain stationary position for long periods of time while carrying out job duties.
