Radio Frequency Spectrum Engineer (PEO C3N):

Bowhead is seeking a Radio Frequency (RF) Spectrum Engineer to support its PEO C3N contract in Fort Bliss, TX. The RF Spectrum Engineer will develop and deliver a RF Spectrum Plan, RF Spectrum Assignments, and ISM approved RF cut sheets, for all Project Convergence, Joint Warfighting Assessments, or other JMC supported participants. The RF Spectrum Engineer will coordinate spectrum assignments and schedules and obtain approvals for all event participants.

Responsibilities

+ Responsible for determining radio frequency (RF) spectrum requirements; verifying spectrum certification; coordinating, developing, submitting, and tracking frequency requests and frequency assignments; and providing spectrum planning to support all JMC led Exercises, Events, and Assessments (Joint Warfighting Assessments, Project Convergence, and similar events).

+ Research DD Form 1494’s, Spectrum Planning Subcommittee (SPS) Certifications, Host Nation Spectrum Worldwide Database Online (HNSWDO), Joint Spectrum Database Repository (JSDR), and the End-to-End Spectrum Supportability (E2ESS) database to verify identified emitters have the requisite spectrum certification to be used at each location.

+ Work with Project Offices, Cross Functional Teams (CFTs), Capabilities Development Integration Directorates (CDIDs), Technology Sponsors, Industry representatives, and the MILDEP Spectrum Management Offices to ensure all RF emitters have the required spectrum certification documents (DD 1494s), either approved or submitted into the spectrum certification process in time to be approved for use during the exercises and assessments. Inform and assist all participating agencies on the Spectrum Certification Process and requirements, and providing guidance on Army, DoD, and Federal spectrum requirements.

+ Coordinate with the Army Frequency Management Office (AFMO), the Army Spectrum Management Office (ASMO), the Navy/Marine Corps Spectrum Management Office (NMSCO), the Air Force Spectrum Management Office (AFSMO), the DoD Area Frequency Coordinator (AFC) offices, the US Army Europe (USAREUR) and US Army PACOM (USARPAC) Spectrum Managers, Installation Spectrum Managers, and Spectrum Managers from the Army, Joint, and multinational units participating in and supporting the JMC events.

+ Design spectrum plans to accommodate the Radio Frequency (RF) emitters for the technologies, fielded capabilities, Joint and Multinational partners, Industry submissions, and other experimental systems, considering the frequency bands, bandwidth requirements, power, channel spacing, frequency separation, altitudes, interference, electronic attack considerations, frequency band allocations, and potential for co-site interference.

+ Coordinate and develop frequency requests and submit requests for temporary frequency assignments from the National Telecommunications Information Administration (NTIA); the Army Frequency Management Office (AFMO); the Army Spectrum Management Office (ASMO); the DoD Area Frequency Coordinators (AFCs); and the Installation Spectrum Managers (ISM). All frequency requests need to be submitted in the Standard Frequency Action Format (SFAF) using the Spectrum XXI software and database.

+ Assist the JMC Electronic Warfare Technician and JMC G2 in determining electronic attack (EA) requirements, RF threat emitter requirements, and events that affect GPS, and submitting the appropriate EA requests or frequency requests in a timely manner to obtain EA permits and/or frequency assignments.

+ Attend various planning meetings, IPTs, Operational Planning Team (OPT) Meetings, Drill Down Sessions, Design Reviews, Planning Conferences, and other working groups and planning sessions to identify new, changed, or deleted spectrum requirements and provide spectrum status updates, spectrum guidance, and identify and resolve any spectrum related issues.

+ Conduct Spectrum Working Group meetings in preparation for each event, coordinating with the Spectrum Managers at each level and location to ensure spectrum requirements are identified, coordinated, assigned, and deconflicted efficiently and effectively.

+ Provide all event participants and units with frequency assignments / frequency allocations for their respective systems.

+ Work with Installation Spectrum Offices to schedule and deconflict all RF emissions and electronic attack.

+ Maintain knowledge of the current NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management, NTIA Channeling Plans, DoD Instructions and Manuals for Spectrum Management and Electronic Attack, Army Spectrum Regulations, Military Communications and Electronics Board (MCEB) Publications, Allied Communications Publications (ACPs), and Federal Communications Commission (FCC) Rules and Regulations.

Qualifications

+ PhD and ten (ten) years of experience . Five (5) additional years of experience, with an MA/MS/MBA from an accredited college or university, or ten (10) years of additional experience and a BA/BS from an accredited college or university, may be substituted for the degree requirement.

+ Successful completion of the Army (or Joint) Electromagnetic Spectrum Manager Course.

+ Minimum of four (4) collective years applying telecommunications concepts, principles and practices (e.g. managing frequency records and databases, deconflicting frequencies, frequency interference resolution, allotting frequencies, and electronic warfare coordination), for standard Department of Defense

+ Proficient with the Spectrum XXI Joint spectrum management tool for DoD management of radio frequencies. Experience using the Joint Spectrum Data Repository (JSDR), the Host Nation Spectrum Worldwide Database Online (HNSWDO), the End-to-End Supportability System (E2ESS), and the Stepstone Editor for developing Application for Equipment Frequency Allocation (DD Form 1494). (DoD) RF emitters, frequency bands and radio waveforms.

+ Must be able to stand and walk for prolonged amounts of time

+ Must be able to twist, bend and squat periodically

Security Clearance Requirements: Must have an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
