    FUNCTION: The Technical Product Manager is responsible for designing, building and maintaining a card payment network operational model tailored to the bank's card programs. This role focuses on optimizing efficiency and performance while ensuring compliance with all relevant regulations and standards.

     

    The product manager will continuously monitor and analyze card network operations, identify areas for improvement, and implement strategies to enhance functionality. Collaboration with cross-functional teams and effective communication with internal and external stakeholders are key components of this position. The ideal candidate will possess strong analytical skills, a deep understanding of payment card networks, and a commitment to maintaining regulatory compliance.

    Proposed Job Responsibilities:

    + Create, maintain and optimize a payment card network operational model that meets the needs of all card programs (Baas, Credit, Debit, Prepaid) and external partners, while ensuring ongoing compliance with the payment card network standards.

    + Manage payment card network system parameters to ensure maximum efficiency across all card programs while maintaining compliance with payment card network standards.

    + Create end-to-end card program (BaaS, Credit, Prepaid) onboarding documentation used to support business processes.

    + Develop and submit new card programs and licensing applications to the payment card networks.

    + Create and maintain internal policies and procedures to ensure compliance with all relevant payment card network requirements.

    + Work with internal and external partners to input, manage and validate all service providers associated with the bank’s card programs.

    + Stay up to date with industry trends, regulations, and best practices related to payment card networks, and proactively share insights with internal stakeholders.

    + Work internally and externally to establish reporting packages and produce visual data deliverables on Ad-Hoc basis to support the operation of the bank’s card programs.

    + Work with payment card networks and other external partners to manage all EMV chip profiles and associated cryptographic keys used across the bank’s card programs.

    + Work with other areas of the bank on a recurring basis to identify process improvements/automation as well as any enhanced reporting needs.

    + Provide input and develop best practices to continuously improve integration capabilities and processes as it relates to onboarding card programs (BaaS, Credit, Prepaid).

    + Collaborate with internal and external stakeholders to document, optimize, and automate various internal processes:

    + Invoice processing for external vendors;

    + Quarterly reporting to payment card networks;

    + Transactional data storage and processing;

    + ACH File processing.

    + Assist in integrating various card related data sources into a single source of truth to assist in providing reliable and timely information (i.e. interchange numbers, card counts based on product type, etc.).

    + Work with Product Data Engineer and Card Program Stakeholders on developing a data streaming environment for collecting card transactional data with a purpose of building virtual ledger capability on-prem.

    Knowledge/Skills/Experience Requirements:

    + College degree required or equivalent banking professional training.

    + Previous Product Management and/or bank product development experience preferred.

    + Previous Retail Banking and/or Bank Operations experience preferred.

    + Proven project management experience overseeing multiple projects including experience working with and managing external third-party service providers.

    + Advanced computer literacy.

    + Strong verbal, written, and presentation skills.

    + Demonstrated analytical, quantification, and organizational skills.

    Physical Demands/Conditions Requirements:

    + General office environment.

    + Moderate lifting (to 35 lbs.) required. Moderate reaching, walking, sitting and standing required.

    + General office equipment.
