Description
Under direction of the Assistant Director of Human Resources, the HR Services Specialist manages and administers the operational functions of Human Resources, to include but not limited to, managing programming, department projects, processes, and procedures; assists the Director and/or Assistant Director with various administrative functions; and performs specialized assignments relating to the overall operation of the Human Resources Department.
Principal Duties
1. Perform independent administrative office support and provide administrative responsibility for department-wide operations and activities, to include but not limited to, coordinating and overseeing the operations for a variety of human resources activities, department technology coordination, team coordination, program management, overseeing department calendar and events/meetings.
2. Support the HR department by entering data and processing employee actions, including but not limited to new hires, rehires, terminations, position changes, salary changes, etc. into the HR information system ensuring accuracy and integrity of personnel data; resolving questions and problems related to source documents, data entry, and HR/Payroll actions; performing data and records related auditing activities; and maintaining working knowledge of the hiring process, guidelines, and applicable payroll related processing deadlines.
3. Oversee and assist with the processing and reconciliation of all departmental invoices, purchase orders, deposits, and expenditure tracking/monitoring to include but not limited to budget transfers, department chargebacks/journal entries, project accounting and expense reports. Assist with the planning & preparation of the HR Department budget.
4. Oversee and participate in the department’s archival and retention process for departmental records to include but not limited to planning, auditing, and prioritizing storage, scanning/indexing, retrieval, and destruction of records. Assist with the creation and adherence of Standard Operations Procedures (SOPs) and process enhancements to improve efficiencies.
5. Perform a variety of administrative support duties including but not limited to generating reports and participating in information requests such as open records requests, accreditation and compliance support related requests, and other related internal/external requests.
6. Administer the HR Department’s operating contracts to include procurement, renewal tracking, and providing timely submissions of contract requirements. Assist with other HR specific contract management, tracking, review, and approval routing including agenda item management.
7. Perform other related duties as assigned.
Qualifications
Required:
-Associate degree and five (5) years’ experience related to area of assignment; or an equivalent combination of education and experience
- Excellent interpersonal, analytical, and problem-solving skills, with strong verbal & written communication abilities
- Possess intermediate level computer skills in the use of word processing, spreadsheets, and data entry, as well as the ability to quickly learn software related to department functions
- Ability to communicate effectively both verbally and in writing; and follow oral and written instructions
- Ability to maintain a high level of confidentiality
- Must be able to complete work with a strong attention to detail and possess strong organization skills
- Possess strong customer service skills with the ability to deal effectively and courteously with associates and the general public
- Ability to prioritize projects and meet established or anticipated deadlines
- Ability to adapt to change while simultaneously maintaining focus on organizational and operational objectives
Preferred:
- One (1) year experience in the human resource field
- Knowledge of accounting, contract, purchasing and records management principles
- Knowledge of and experience with developing & implementing processes & procedures
- Experience working in a matrix style leadership environment
