    About Our Opportunity:

    The City of Asheville is seeking a skilled and detail-oriented Public Safety Analyst to support the Drone and Intelligence Unit. In addition to conducting daily drone flights, the Public Safety Analyst will be responsible for providing real-time data analysis and support to enhance law enforcement operations. This role involves monitoring various data sources, analyzing crime patterns, and delivering actionable intelligence to assist in crime prevention and response.

     

    Full-Time 37.5 hours per week

     

    Typical hours are Monday - Friday 8:30am - 5:00pm

     

    Hiring Range: $27.30 - 28.67 hourly

     

    Essential Duties and Responsibilites

     

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

     

    + Drone Operations:

    + Conduct daily drone flights to gather real-time intelligence (UAS Operator Job Description).

    + Ensure rapid response equipment readiness and maintain high safety standards.

    + Execute pre-flight checks and equipment maintenance to ensure mission readiness.

    + Address and troubleshoot any technical issues to maintain high operational standards.

    + Intelligence Unit:

    + Observe and report elements of crimes through drone feeds and live camera streams to dispatchers and responding officers.

    + Provide real-time situational awareness to responding units during ongoing incidents by monitoring camera systems, tracking evolving scenarios, identifying potential suspects, and requesting additional resources as needed.

    + Listen to public safety radio transmissions and monitor calls for service on Computer Aided Dispatch (CAD) screens, and view selected public-private video assets.

    + Data Analysis and Reporting:

    + Multi-task by sourcing real-time video footage, gathering intelligence information from internal and external systems, and communicating with officers.

    + Perform data entry, query, and retrieval of investigative data from various networks, such as Records Management System (RMS), National Crime Information Center (NCIC), LexisNexis AVCC, etc.

    + Conduct open-source and restricted queries using specialized criminal justice databases.

    + Collaboration and Testimony:

    + Serve as a liaison with other Real-Time Crime Centers (RTCCs) and Crime Analysis Units (CAUs), assisting law enforcement agencies with real-time or investigative information.

    + Testify in court and provide witness testimony related to police incidents.

    Additional Duties:

    Fulfill additional duties as assigned, adapting to current workload and departmental requirements.

     

    This position may require working in shifts, including nights and weekends.

     

    Education and Experience

    Minimum Qualifications:

    We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:

     

    Associate degree in Criminal Justice, Criminology, Data Science, or a related field, supplemented by one year of work experience or high school diploma supplemented by three years of work experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

     

    Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

     

    Recommended license or certification required: Federal Aviation Administration Part 107 Remote Pilots Certificate.

     

    Specific License or Certification Required: NCIC/DCI certification preferred or ability to obtain within a reasonable time frame .

Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships

     

    Human Interaction : Requires the ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations.

     

    Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.

     

    Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

     

    Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.

     

    Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

    ADA Compliance:

    Physical Ability : Primary office tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Tasks related to operating the unmanned aircraft system (UAS) require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-30 pounds).

     

    Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

     

    Environmental Factors : Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, or bright/dim lights.
