    Basic Function

     

    The current vacancy is in the Evaluation, Research and Reporting team in the division of Innovation and Strategy. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

     

    Ramsey County is filling a vacancy for a Reporting Unit Supervisor position on the Evaluation, Research and Reporting (ERR) Team. This team is responsible for on producing data reports for the Social Services and Financial Assistance Services departments, as well as other internal and external partners.

     

    This position provides leadership, project management, and supervision for a team responsible for developing and maintaining the entire report life cycle from the first request, report development, sharing reports, maintaining documentation, and retiring reporting that are no longer needed. The position requires the ability to translate business partner questions and information needs into easily understood reports.

     

    The ERR team sits in the Division of Innovation and Strategy and provides program evaluation, performance measurement and reporting support to multiple departments. ERR supports areas of the county that are providing critical and basic needs to the residents of Ramsey County.

     

    ERR supports the strategic direction of the county by giving leaders, staff and community information necessary for data and research informed decision-making. The team is divided into two units, the reporting unit and the evaluation and research unit. The work of the reporting team involves creating and maintaining internal dashboards, being responsive to the data needs of business areas, and collaborating with the evaluation staff for performance measurement and evaluation.

     

    Collaboration is a key value of the team. While some of the work of the Reporting Unit Supervisor will be independent in nature, this position will work closely with evaluators to engage with internal partners, and community members to create useful products and a supportive and innovative work environment.

     

    To administer, plan, organize, supervise, and coordinate all functions in the unit assigned; improve the efficiency with which the department and divisions manage information, operate programs, and assist in the development and implementation of departmental policies and procedures to support core organizational functions and business processes; ensure that high quality administrative systems, work simplification, forms design and control functions are developed and implemented; supervise an interdisciplinary team of professional, technical, and clerical staff; ensure compliance with state and federal regulations; ensure effective, reliable functioning of all department-specific information systems in order to meet operational business needs. Ensure that department-specific information systems adapt to changing business practices. Use information technology to drive business innovation; and perform related duties as assigned.

    Flexible Workplace

    This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment.     + Promote a diverse, culturally competent, and respectful workplace.

    + Hire, assign, supervise and evaluate the work performance of assigned staff; conduct unit meetings, consult with staff on individual project assignments, provide guidance for staff development; ensure staff compliance with applicable laws, policies, procedures, regulations and work standards.

    + Manage the data management functions for the department by coordinating business requirements definition, workflow analysis and redesign. Manage the system and software development lifecycle for department-specific software, as well as enhancements and maintenance of existing systems. Meet regularly with department managers and directors to ensure that department-specific software drives and supports changing business practices.

    + Work with department staff to ensure that department-specific software, whether provided by vendors, the state, or collaborative partners, meets business needs and provides value to the County.

    + Participate in committees and workgroups to create and support collaborative technology solutions for department-specific software.

    + Serve as liaison to County Information Services Department to ensure technology services meet departmental business needs.

    + Communicate department needs and participate in enterprise-wide technology systems projects as appropriate.

    + Support and ensure strong organizational change management practices for project-related changes, staff adherence to work standards, and professional management analysis techniques.

    + Oversee and monitor department-specific information systems projects by establishing a project schedule, setting priorities, directing staff as appropriate; overseeing applications testing; reviewing final product with users to ensure it is functional and identify any needed modifications; meet with project teams when problems arise and assist with coordination between divisions or departments when needed.

    + Represent the department at meetings and on committees with other County departments, County Board Staff, state officials, and community agencies.

    + Oversee the development of training plans and curricula to ensure consistency; and ensure staff are trained.

    + Collect, analyze and evaluate on a continuous basis the appropriate data to monitor trends and developments relating to program needs and resource availability to ensure they meet business needs; recommend program priorities to department managers; set priorities, goals and standards for the unit supervised.

    + Administer, plan, organize, supervise and coordinate all functions in the unit assigned; maximize revenue collection; assist in interpreting laws, policies and regulations to determine impact on core organizational functions business process and requirements.

    + Review and make recommendations on the impact of specific legislation to department managers and directors and serve on the MN Department of Human Services rule-making committee as assigned.

    + Determine reasonableness of requested programmatic-related updates (based on availability, coordination with County Information Services Department, and departmental major priorities) and identify other needed changes.

    + Coordinate line of business software projects with the County Information Services Department, Minnesota Department of Human Services and/or departmental users in the area(s) assigned.

    + Plan, organize, supervise and coordinate a program of management analysis and revenue enhancement in the Health and Wellness Administrative Division and/or unit assigned; provide oversight and coordination for internal and external audits.

    + Manage Requests for Appeals in Revenue Unit regarding social services and child care activities; monitor and ensure service billings in Revenue Unit are made to Medical Assistance, health plans and other payers, if assigned in that area.

    Minimum Qualifications

    Education: Bachelor’s Degree in Public Administration, Business Management or Business Administration, Management Information Systems, social or behavioral science or closely related field.

     

    Experience: Six years of experience in management analysis or technical systems development, implementation and support, which may include analysis of methods, systems or major administrative systems or projects, including the coordination of the work of employees engaged in management analysis or technical functions.

     

    Substitution: Equivalent combination of education and related experience.

    Exam/Screening Process Information

     

    •Training and Experience Rating = 100%

     

    The examination for Management and Analysis Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" do not cut and paste resume as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

     

    Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Management and Analysis Supervisor. The list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. The names of all applicants who pass the examination with a score of 75 or higher will be forwarded to the department for further consideration.
