    Under administrative direction, performs one or more of the following: Manages and directs all activities and operations of Capital Improvement Program (CIP) project implementation, including budget estimates, design development and review, and right of way acquisition. Provides coordination of the city's storm water program, and floodplain management, and acts as the city's Floodplain Administrator. Provides coordination with outside agencies pertaining to transportation and drainage including Colorado Department of Transportation (CDOT), and the Urban Drainage and Flood Control District (UDFCD). Serves as the city's technical point of contact on major interagency projects or master plans.

    ESSENTIAL FUNCTIONS

    Directs and administers the activities and operations of specific project groups within the Engineering Services division including CIP project management, facility construction management, floodplain management, storm water program management, and coordinates with outside agencies to ensure successful CIP project delivery.

     

    Directs the Engineering Services project management, storm water, and facility construction management staff, implementation and maintenance of goals, objectives, policies and procedures; and reviews and evaluates service delivery methods. Identifies opportunities for improvement, makes recommendations, and implements changes to standard operating procedures to enhance services.

     

    Manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance.

     

    Attends field inspection review, final office review, and pre-construction meetings, as necessary.

     

    Makes presentations and serves as a technical advisor to City Council and city management.

     

    Reviews federal law, state and local statutes, ordinances, standards, procedures, and CIP design and construction trends and makes recommendations for change.

     

    Develops operating budget; participates in the forecast of necessary funds for staffing, materials and supplies. Submits budget recommendations and justifications. Monitors expenditures against approved budget.

     

    Responds to and resolves complex community and organizational inquiries and complaints.

     

    Coordinates major project concepts with other internal divisions, including: Traffic Engineering, Streets Operations, Legal, Utility Operations, Water Resources, Parks and Open Space, and Development Engineering.

     

    Oversees and implements the right-of-way acquisition process for capital improvement projects.

     

    Prepares and manages grant requests for project funding from outside agencies such as FEMA, CDBG, CDOT/FHWA, and Urban Drainage.

     

    Researches, prepares and presents periodic reports on issues, projects and operational statistics.

     

    Manages special projects as assigned.

     

    Interacts with city departments and other public agencies; promotes and coordinates activities; educates employees on policies, programs, and procedures.

     

    Represents the city with professional organizations, community groups and outside agencies.

     

    Manages on-call consultant selection for the division.

     

    Manages the Class 3 Snow and Ice Program.

     

    Performs other duties as assigned.

    QUALIFICATIONS

    Education/Experience:

    Bachelor's degree in Civil Engineering or related field from an accredited college or university; six years' progressively responsible experience in professional civil engineering, infrastructure construction and maintenance, including three years of supervisory and/or management experience. Equivalent combinations of education and experience may be considered.

    Licensing/Certification Requirements:

    Colorado Professional Engineering License. As the Floodplain Administrator, maintains a Certified Floodplain Manager (CFM) credential.

     

    May need the ability to travel to various locations in a timely manner as the job requires.

    Knowledge, Skills, and Abilities:

    Knowledge of the policies, procedures and goals of the city of Thornton and the department.

     

    Knowledge of applicable federal, state, and local laws, codes, and regulations, including Standards and Specifications for the Design and Construction of Public and Private Improvements, city of Thornton Code, the city's Employee Handbook, CDOT Standards and Specifications for Road and Bridge Construction, Manual of Uniform Traffic Control Devices, AASHTO Roadside Design Guide, and Urban Drainage Criteria Manual.

     

    Knowledge of engineering principles and practices relating to roadways, drainage, hydraulics, structures, and surveying.

     

    Knowledge of FEMA requirements for city participation and good standing in the National Flood Insurance Program, including maintaining the city's rating within the Community Rating System program.

     

    Knowledge of the principles and practices of public administration, including strategic planning, organizational development, management, and budgeting.

     

    Knowledge of the trends and developments in the field of civil engineering.

     

    Knowledge of the principles and practices of civil engineering.

     

    Knowledge of occupational hazards and standard safety practices.

     

    Knowledge of the principles, practices, and methods of short- and long-range planning.

     

    Skill in directing and managing all activities and operations of a CIP project delivery focused engineering sector.

     

    Skill in interpreting, understanding, and following complex statutes, ordinances, regulations, standards, and guidelines.

     

    Skill in developing and achieving department missions, goals, and objectives.

     

    Skill in developing, implementing, and evaluating policies and procedures.

     

    Skill in developing and monitoring multiple operational budgets.

     

    Skill in directing, overseeing, and evaluating operational and management issues and reports.

     

    Skill in determining levels of staff, equipment, and other resources needed to effectively and efficiently provide departmental services and programs.

     

    Skill in monitoring division operations and customer service to ensure quality control, identifying and resolving deficiencies.

     

    Skill in representing the city in meetings with professional organizations, outside agencies, and the public.

     

    Skill in determining what action is needed and in initiating that action through the appropriate person.

     

    Skill in planning, organizing, assigning and coordinating the activities of a professional and technical staff.

     

    Skill in analyzing and evaluating information accurately, and in expressing ideas clearly, when providing oral and written reports and recommendations on administrative, financial, and technical issues.

     

    Skill in reading, interpreting, and understanding construction drawings, specifications and contract documents.

     

    Skill in creating and maintaining specifications for design and construction of infrastructure.

     

    Skill in working with other city staff and groups to ensure that tasks are completed on schedule.

     

    Skill in responding with tact, composure, and courtesy when dealing with individuals who may be experiencing significant stress.

     

    Skill in dealing constructively with conflict and developing consensus.

     

    Skill in applying appropriate public relations skill in various situations and circumstances.

     

    Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

     

    Ability to facilitate change.

     

    Ability to listen well and communicate effectively orally and in writing with various audiences.

     

    Ability to research, develop and lead formal and informal presentations and discussions with diverse groups.

    Physical and Mental Requirements:

    While performing the essential duties of this job, the employee is required to finger, talk, and hear. This position is mostly sedentary work; exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The employee is required to have close visual acuity. The employee is subject to both inside and outside conditions.
