THE POSITION

The Department of Human Services (DHS) is seeking a Human Services Analyst to be part of the grants management team who provide essential support to the employment and training program. DESCRIPTION OF WORK
In this position, you will be responsible for evaluating, processing, and tracking invoices from employment and training providers across the Commonwealth, as well as managing employment and training-related grant agreements, amendments, budget revisions, funding adjustments, and renewals. Our team will rely on your independent judgment to address day-to-day problems and issues as they arise, ensuring the established responsibilities of the position are met.
You will also support our mission by making recommendations on the general design of proposed programs and the broad structure of the guidelines that will be developed for them. This includes creating draft modifications or annual updates of program guidelines related to fiscal and contract development and providing input for the drafting of Requests for Proposals and other contracting instruments utilized to select providers for employment and training programs, in compliance with federal and state regulation and policy. Work Schedule and Additional Information:
+ Full-time employment
+ Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
+ Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report to the office in person at least once per month, as well as any additional times specified by management. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
+ Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
+ One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor’s degree;or
+ An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.

+ This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.
