Division of Motor Vehicles (DMV)
The Division of Motor Vehicles (DMV) provides services used by nearly every resident of the State. Colorado residents utilize identification, driver, and vehicle services at State and County offices to obtain identification cards, driver licenses, vehicle registrations, titles, and other related services. Additionally, the DMV licenses and provides oversight of private businesses and government organizations that provide driver and emission testing services. Finally, the division works closely with other state agencies and programs to provide information and education to serve the public and encourage voluntary compliance.
WE'RE HIRING FOR TWO POSITIONS. We are looking for TWO strategic thinkers and leaders to be our Regional Manager for Region 2 or 3 in the Driver License section!
+ Region 2: covers the Southeastern portion of the state, including DLO offices in Colorado Springs, Alamosa, Pueblo, La Junta, Canon City, Salida, Lamar, and Trinidad. Also oversees county offices in region that perform Driver License services.
+ Region 3: covers the Northeastern portion of the state, including DLO offices in Fort Collins, Longmont, Loveland, Greeley, Sterling, and Fort Morgan. Also oversees county offices in region that perform Driver License services.
Use your management experience to plan office coverage, communicate important information to staff ,and problem solve personnel issues. Your ability to manage your time and keep tasks organized will ensure the Region's needs are addressed in a timely manner. You will travel, at least monthly, to visit Driver License Offices (DLO's) to ensure staff needs are taken care of and customers receive the best possible service. Primary Duties:
Operations Management -
+ Ensures all operations are in compliance with statutes, rules, and policies as it pertains to Driver License operations.
+ Establishes, monitors and maintains office performance measures, while collaborating with Office Managers.
+ Generates reports and presents data and metrics on DLO performance.
+ Audits operations and transactions for integrity, customer service and fraud prevention while identifying areas of improvement within processes, procedures, and practices.
+ Addresses escalated customer issues, complaints, or threats.
+ Determines training needs and conducts meetings with all levels of staff.
Supervision and Workflow -
+ Supervises Office Managers at DLO's within assigned Region and ensures adequate staffing and resources for coverage.
+ Participates in the hiring process for employees at the DLO's.
+ Establishes staff performance goals and conducts performance evaluations; setting goals, providing coaching and/or developing corrective action plans.
+ Resolves informal grievances, reviews formal grievances, and resolves customer and employee complaints.
Collaboration -
+ Acts as the DLO representative for assigned Region to organizations, government entities, and schools.
+ Leads and participates on project teams to develop and implement improvements to systems, operations, processes, and procedures that impact all Regions.
Regular, ongoing travel will be expected to each DLO within the region. There will also be travel to County offices.
This position will be allowed to use a State vehicle for travel, therefore it is required to have a valid, unrestricted Colorado Driver's License.

MINIMUM QUALIFICATIONS:
OPTION 1:
+ Eight (8) years of experience in supervisory, leadership or management roles.
OR
OPTION 2:
+ A combination of related education and relevant experience in supervisory, leadership or management roles to equal to eight (8) years
Preferred Qualifications:
+ Live within 25 miles of the region and willing to travel frequently throughout region
+ Experience supervising a team of 10 people or more
+ Experience with supervising supervisors
+ Experience working with rules, regulations and legislation
+ Experience with data analysis and report writing
+ Experience with delivering presentations to stakeholders
+ Experience communicating leadership directives to front line staff
+ Demonstrated effective verbal and written communication skills
+ Proficiency in Google Suite
DOR Required Skills and Competencies :
Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.
Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
Pursuant to the Universal Driving Standards Policy (https://osc.colorado.gov/sites/osc/files/documents/Universal%20Policy%20Driving%20Standards.pdf) , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
+ Have an assigned State fleet vehicle
+ Are required to operate a vehicle as part of the position
+ Utilize a State fleet vehicle as a pool vehicle"
