Position Summary
This position is an integral member of DMD’s executive leadership team and is responsible for the vision, direction, management, and operations of the Current Planning section in the Division of Planning. This position will act with integrity to manage the section’s planners, as well as other administrative and support staff, and is responsible for hiring. In addition, the incumbent works with the Division’s Deputy Director, the DMD Director and Chief Financial Officer (CFO) in the development of Current Planning’s annual budget and monitors the budget throughout the year. This position works cross-functionally throughout DMD and within the Division to facilitate and orient the Metropolitan Development Commission (MDC), MDC Hearing Examiner, the three (3) divisions of the Board of Zoning Appeals (BZA), Plat Committee, and the Regional Center Hearing Examiner.
This position will collaborate on and initiate best practice research and will lead planning efforts and special studies as assigned. This position will interact directly with the Divisions Deputy Director, the DMD Director, the Mayor, Mayor’s Office staff, City-County Councilors, and other elected officials. The incumbent is responsible for establishing and maintaining strong relationships with elected officials, state government offices, universities, the development community, local non-profit agencies, businesses, and the general public. A high level of professionalism, integrity, collaboration, and independent judgment is required. The incumbent is in charge of operations of the City’s Current Planning section, managing its respective budget, and coordination with other City Departments, the Mayor’s Office, the City-County Council, other DMD divisions/sections, as well as external stakeholders to gather and track information. Incumbent will exercise independent judgment regularly, when deciding on waiving or reducing fees and when decisions are needed that are not clearly covered by the adopted rules and procedures. Incumbent must be able to successfully negotiate the resolution of conflicting matters involving City departments, City staff, neighborhood organizations, applicants, neighbors, and the general public.
Incumbent must have a valid driver’s license. Position reports to the Deputy Director of Planning, Preservation, and Urban Design.

Position Responsibilities

+ Works to provide strategic and innovative leadership to Current Planning section in the Division of Planning, paying close attention to national, regional, and local planning and development trends and emerging technologies.
+ Proactively monitors the Current Planning division for needed staff workload and process improvements.
+ Initiates research, data gathering, staff convenings, and other mitigation measures to thoughtfully monitor and improve the overall health of the section.
+ This position will interact directly with the Divisions Deputy Director, the DMD Director, the Mayor, Mayor’s Office staff, City-County Councilors, and other elected officials.
+ Works collaboratively with other Current Planning divisional leadership to create and provide trainings for staff and the Metropolitan Development Commission, other city agencies, City-County Council, and City Management.
+ Carries out the duties and responsibilities of the administering the land use/zoning process in accordance with Indiana State code (Planning Commission law) and the MDC’s adopted Rules of Procedure, the Comprehensive Plan, Indy Rezone (the Indianapolis Zoning Ordinance), and other related plans and planning initiatives.
+ Works to provide conflict management and resolution for planning matters amongst a variety of stakeholders.
+ Recommends, establishes, and administers policies, procedures, and strategies related to land use, zoning, overlay districts, infill housing, etc.
+ Responsible for team member management, including hiring, training, supervision, performance evaluation, and disciplinary actions of Current Planning staff
+ Prepares Current Planning’s annual budget in conjunction with the Deputy Director and CFO
+ Responsible for providing team members and ensuring all legal requirements for all public hearings and meetings of the Metropolitan Development Commission, Boards of Zoning Appeal, Hearing Examiner, Plat Committee, and Regional Center are administered and carried out in accordance with State and local laws
+ Responsible for providing support and assistance to major City and Department-initiated and endorsed projects
+ Manages the Wellfield Protection Program, including the contracts for the Technically Qualified Persons
+ Coordinates the work of the Division of Current Planning with DMD and other City departments, the City-County Council, as well as with organizations outside City government whose works and interests are impacted by the work of the Division
+ Assists, supports, guides, and advises other DMD divisions and sections and City departments regarding planning, zoning, and Regional Center issues as appropriate
+ Advises, confers, and negotiates with developers, attorneys, public officials, neighborhood and community organizations, and individuals with regard to zoning and development proposals
+ Assists the Deputy Director, the MDC, Boards of Zoning Appeals, Plat Committees, and Hearing Examiners in carrying out their responsibilities
+ Speaks at departmental, business organization, development, community group, and other city-wide meetings and conferences to promote and convey information about Current Planning activities and initiatives
+ Administers grant applications and funding, as needed
+ Attends meetings on projects and other related planning and zoning activities, as needed
+ Ensures that all team members follow safety procedures as described in the Safety Handbook

Qualifications
Minimum Job Requirements and Qualifications
Master’s degree in Community Planning, Architecture, Landscape, Urban Design, History, Historic Preservation, or Public Administration with six (6) years’ experience in a related position. An equivalent combination of education and experience may be combined to meet the qualifications of this position. Ability to effectively coordinate, guide, assist and monitor professional staff in project research, analysis, and completion of assigned work activities. Must be able to coordinate and manage multiple projects, manage a high-volume of work and meet deadlines. Leadership and mentoring capacity to oversee a diverse team model and incorporate clear vision and goal setting benchmarks for staff and partners. Exceptional written and oral communication skills along with strong customer service and computer skills is a must.
