GENERAL POSITION DESCRIPTION:
Under the supervision of the Accounting Manager, the incumbent assigned to this position is responsible for carrying out the duties described below for Cash Management in accordance with established policies, procedures, statutes and rules.
ESSENTIAL DUTIES:
+ Match retailer deposits to retailer payment account and enter transactions into the Accounts Receivable System (ARS).
+ Daily reconciliation of the Retailer Payment Bank Account.
+ Reconciles the daily bank statement to ensure returned electronic funds transfers (EFT) transactions have been accurately updated to the ARS and correct any discrepancies.
+ Monitor the collection of returned Electronic Fund Transfers upon notification from bank.
+ Process Retailer Adjustments in the Accounts Receivable System (ARS) as requested by our Retailer Contracting team.
+ Review and Process Retailer Incentive adjustments in the Accounts Receivable System (ARS).
+ Monthly reconciliation of Retailer Incentive checks.
+ Maintain Certificates of Deposit/Bonds Redemptions and Returns.
+ Reconcile and maintain Retailer and Vendor Performance Bonds.
+ Assists in the preparation of Accounts Receivable Write-offs submission to the Department of Financial Services.
+ Prepare deposits when necessary for delivery to banks.
+ Assists in ordering deposit tickets and checks.
+ Serves as the primary Financial Analyst in the preparation and completion of daily cash analysis and preparation of transactions for data entry such as investment or disinvestment of funds from general and special purpose accounts.
+ Responsible for ensuring the input of daily transactions in online systems, including wire transfers.
+ Ensures that all revenue is deposited timely and accurately.
+ Research discrepancies and make necessary corrections.
+ Maintain various tracking systems relating to multiple functions.
+ Compile statistical data from internal and external information sources to provide trend analyses and reports to assist in analyzing risk and audit criteria to ensure compliance with statutory requirements.
+ Verify the accuracy of financial transactions from/to external customers.
+ Support and communicate with management on special projects relating to Department goals and objectives with respect to maximizing sales, minimizing financial risk and maintaining integrity.
+ Assist other staff in carrying out assignments and performing new processes.
+ Perform other related duties as assigned.
+ Assists in preparing back-up documentation and journal entries that support the financial reports.
+ Assists in preparing varied types of reconciliations to ensure proper accounting records.
+ Provides assistance, as needed, to other units with schedules and reports.
+ Attendance is an essential function of the position.
+ Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
Knowledge, Skills, and Abilities:
+ Knowledge of general accounting practices, bookkeeping practices and basic business administration
+ Knowledge of state accounting system and Intermediate skills in Microsoft Products including WORD and EXCEL
+ Ability to provide effective written and verbal business communication in English
+ Broad knowledge of customer service techniques
+ Ability to utilize problem-solving techniques
+ Ability to compile, organize, analyze, and process detailed financial information
+ Ability to effectively work with internal and external customers in providing technical assistance
+ Ability to plan, organize and coordinate work assignments

+ Ability to compile and analyze data for administrative decisions
+ Ability to read and interpret procedures and technical manuals
+ Ability to manage information of a confidential or proprietary nature
+ Perform cash reconciliations and multi-systems balancing in accordance with procedures
+ Knowledge of principles of banking and Federal Reserve wire procedures
+ Prepare and input general ledger entries for daily accounts receivable transactions to the Lottery general ledger
+ Ability to prepare reconciliation reports
+ Ability to determine work priorities and ensure proper completion of work assignments
Other job-related requirements for this position
High School Diploma or equivalent (GED) required.
Successful passing of a criminal background check (state, local, and national) is required .

The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.
