Summary This position is located in the Recreational Services Division and reports to the Chief of Resident Services. The incumbent is to serve as supervisor of the Recreation Department, with responsibility for the overall diverse programming, financial and personnel management of the division's facilities and programs offered to the Home residents, employees and guests. Responsibilities As a Supervisory Recreation Specialist, you will: Develop recreation, recreation therapy, and volunteer programs, personnel, and financial policies and, and establish objectives for the management of the Recreational Services Divisions activities and facilities. Prepare annual appropriated and non-appropriated budgets. Plan for new recreation interests and costs. Recommend funding for supplies, equipment, equipment maintenance and service contracts with outside vendors, and programming. Is responsible for the internal management control, accounting, bookkeeping, collection of funds, budgeting, reporting, analysis, and evaluation for the department. Responsible for multi-million dollar Recreational Services Division and its facilities. Facilities include a bowling center, fitness center, therapy pool, golf course, outdoor sports areas, fitness trails, recreation rooms, lounge areas, auditorium, theatre, card rooms, arts and crafts hobby shops, gardens, offices, and a library. Ensure the facilities are well maintained, accessible for resident needs and cost effective to operate. Approve and oversee all programs within the Recreation Services Department. Ensures proper advertisement is completed by means of newsletters, weekly bulletins, flyers, word of mouth, a closed circuit television system and facility information boards to promote programs/events and special announcements. Compile and submit statistics on participation and revenues generated as necessary. Evaluate the effectiveness of programs provided. Researches new programming options. Ensure the operations are effectively sound through the use of allocated monies, manpower, and facilities. Advise on program content, hours of operation, services, inventory, fees, purchases, capital improvements, etc. Interview and select candidates for position vacancies, complete formal performance appraisals and recommend staff for performance awards and promotions or reassignments. Resolve employee and resident complaints, refer unresolved complaints to supervisor for further action. Deal with disciplinary measures such as warnings and reprimands, make initial recommendation should incident require further authority. Schedule and approve leave; tracks time and attendance; develop performance standards. Must be U.S. Citizen or U.S. National Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. CERTIFICATION: Applicants must currently possess and maintain a Certified Therapeutic Recreation Specialist (CTRS) credential, issued by the National Council for Therapeutic Recreation Certification (NCTRC). AND Specialized Experience for the GS-12: You must have at least one year of experience at or equivalent to the GS-11 level in the federal service, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience is defined as: Creating, implementing and advertising a wide range of recreational programs in a healthcare environment; AND Establishing and operating a financial budget with numerous cost centers; AND Overseeing staff (e.g. develop performance standards, disciplinary issues, and/or schedules) SPECIAL NOTE: Long-term care experience and/or interacting with geriatric patients is highly desired. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. CONDITIONS OF EMPLOYMENT: A one year probationary period may be required. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc. Shift Work: This facility operates on a 24 hour per day, three-shift basis. Assignment to a specific shift cannot be guaranteed. The successful applicant must be available to work on all three shifts on a rotational basis. Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
