About DVS
The mission of the Department of Veterans’ Services is to connect, mobilize, and empower New York City’s Veteran Community in order to foster purpose-driven lives for New York City Service Members – past and present – in addition to their caregivers, survivors, and families. DVS fulfills this mission by providing New York City’s approximately 200,000 Veterans with essential services and programs focused on pivotal areas such as economic empowerment, housing security, benefits, health and wellness, and culture.
About the Policy Analyst Role
Reporting to the Chief of Staff, the Policy Analyst acts as a liaison
between the agency, the Mayor's Office, governmental agencies, non-profit and private veteran advocate stakeholders. The selected candidate will also provide project management, analytical assistance for planning, coordinating and implementing inter agency and agency-specific projects. These projects represent critical initiatives, directed by the Commissioner / Deputy Commissioner to improve efficiency, effectiveness, coordination, and accessibility of key City, non-profit, and private veteran services.
The duties and responsibilities for the Policy Analyst include, but are not limited to:
- Tracking veteran-related legislation introduced by all levels of government and monitoring progress as it moves through the legislative process;
- Working with agency leadership to review and prepare legislative proposals;
- Working with agency leadership to craft responses to City Council legislation and oversight hearings and preparing testimony;
- Appearing at all hearings in-person and speaking under oath on behalf of the agency;
- Preparing written analyses of legislation; and
- Facilitating interactions between elected officials and the Administration, including responding to requests from officials and their staff in a timely manner;
- Coordinating agency grant applications for federal and state funding opportunities;
- Tracking state and federal funding opportunities;
- Playing a supporting role in managing and responding to Freedom of Information Law (FOIL) requests as assigned;
- Serving as the lead agency liaison to the Veterans Advisory Board with the expectation that all meetings are to be attended in-person;
- Problem solving policy issues and recommending viable solutions to improve the veteran experience in NYC;
- Serving as primary liaison to the veteran street vendor community and coordinating with partnering agencies to support a fair and accessible administration of polices;
- Attending in-person community board, town hall, and other community meetings and events as assigned;

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Salary Min: $ 60,889.00
Salary Max: $ 70,022.00
