The Minnesota Department of Natural Resources (DNR) is seeking to fill one (1) full-time Planner Senior State position in St. Paul. This position exists to support the DNR's efforts to leverage data and information as a critical asset for delivering natural resource conservation results. It works with agency colleagues to lead projects for data governance and data stewardship. It also supports the use of performance indicators to measure and report conservation results. It will dedicate time to intra-team learning, by ensuring smooth coordination of projects and collaboration of colleagues across the agency.
Responsibilities include, but are not limited to:
+ Plan, implement, facilitate and report on projects led by the Data and Performance Management, with the goal of measurable improvements in data and information governance and performance measurement across the agency.
+ Augment the data governance capacity of the department to advance program establishment and success.
+ Serve as the lead for performance measurement data collection in support of agency-wide performance reporting.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement. This position may require reporting to the Central Office location occasionally for meetings, training, onboarding, or as needed by the supervisor.
Minimum Qualifications
+ Two (2) years of professional level experience that included managing and planning multiple projects and included scoping a project, drawing up a preliminary plan, identifying and engaging stakeholders, determining appropriate roles and responsibilities and implementing all phases of a project to conclusion and closeout.
+ A bachelor's degree in data practices, library sciences, information science, public administration, or closely related field may substitute for one (1) year of experience.
+ Strong writing, communication and presentation skills.
+ Basic understanding of data governance and data stewardship principles and best practices.
+ Demonstrated time management skills, sufficient to balance multiple tasks, projects and priorities.
+ Demonstrated ability to develop and implement effective training for adult learners.
+ Demonstrated interpersonal/human relations skills sufficient to establish effective, ongoing positive professional relationships of trust with the public, interest groups and other DNR staff.
+ Demonstrated skills with office technology systems, such as Microsoft Office, or similar programs, to analyze and interpret performance measurement data.
+ Awareness of the State of Minnesota's work in preserving and managing its natural and cultural resources.
Preferred Qualifications
+ An advanced degree in environment/natural resource sciences or management, ecology, conservation biology, fisheries, or wildlife ecology, public policy, library or information science, or other disciplines related to the duties described above.
+ One or more years of experience working to advance data governance and data stewardship in an organization.
+ Two or more years of experience assembling, analyzing, and interpreting data and conveying information on natural resources and cause-and-effect relationships.
+ Two or more years' experience managing complex projects.
+ Demonstrated work experience in measuring an organization's progress toward performance goals in metrics involving diversity, equity, and inclusion.
+ Two or more years of experience in state government entity or other large organization.
+ Excellent facilitation skills, including one year of experience in facilitating groups toward a specific goal.
+ Knowledge of and experience in the use of Microsoft Office applications (Word, Excel, Outlook and PowerPoint).
