    The Project Manager oversees and directs the construction management team for large, complex, rail transit construction projects, specifically the West Oahu/Farrington Highway Station Group and the H2R2 Ramp. The Project Manager will communicate directly with consultants, contractors and designers concerning all phases and aspects of the project, including cost, staffing, and scheduling. The Project Manager is directly responsible for the overall project management relationship with the contractor, as well as the completion, financial outcome and administration of the contract. The Project Manager is responsible for supervising, managing and coordinating the efforts of the project construction management team on a day-to-day basis. This person directs the work of three or more professional level persons on a full-time basis.

     

    The Project Manager prepares project status reports and works to ensure plans adhere to contract drawings, plans, and technical specifications. The Project Manager must be familiar with a variety of the field's concepts, practices, and procedures related to contractors means and methods and rely on extensive experience and judgment to plan, manage and accomplish goals of the agency. Additionally, the Project Manager is responsible for providing the leadership necessary to direct the work of others including construction management, engineering and inspection consultants, contractors and designers, which will require a wide degree of creativity, latitude and interpersonal relationship skills. The Project Manager is also responsible for directing and mentoring on-site construction management staff, which requires business management acumen and must demonstrate strong leadership, organizational and time management skills, as well as have strong communication and client service skills.

    Major Duties & Responsibilities:

    • Support, communicate and enforce the highest levels of Safety and Health Management.

    • Demonstrate commitment to the Safety Environment through own actions and mentoring others.

    • Manage and/or coordinate personnel and resources including consultants, contractors and designers.

    • Actively participate in the planning and presentation of requirements for the preconstruction efforts.

    • Perform constructability reviews.

    • Provides the technical review in the preparation and execution of the Project Management Plan and associated sub-plans, such as the Resident Engineer (RE) Manual and Quality Management Plan (QMP).

    • Issue Notices to Proceed (NTP) to allow the commencement of contract work.

    • Actively participates by providing technical and construction practice advice, where applicable, in preparing trade contracts and bid packages throughout the procurement process.

    • Oversee project specific cost control and change management process and systems.

    • Review and negotiate contract change orders and provide feedback on entitlement, contract and scope alignment. The Project Manager is responsible for understanding the change related work and how this will get integrated in and/or impact other project work.

    • Maintain relationships as the lead project specific liaison with third parties, adjacent agencies, contractors, designers, consultants and project stake holders.

    • Oversee and approve the contractors’ project baseline schedule and oversee all updates as submitted by the contractor.

    • Compile regular project specific reports regarding financial performance of the project in cooperation with program wide Project Controls group.

    • Prepare weekly and monthly project status reports, as required.

    • Oversee the review and approval of contractor payment applications with Construction Management Team.

    • Attend and/or lead project specific meetings, including progress, pre-construction and pre-award, etc.

    • Provide leadership in the execution of the role as the Project Manager including the execution of the scope with the subcontractors.

    • Oversee and drive technical issues and coordination thru design, which result in efficient delivery as well as cost and schedule effectiveness.

    • Oversee, manage and drive the review and approval of contract deliverables from the contractor.

    • Provide oversight, vision and leadership working with the contractor to deliver a Quality project.

    • Oversee and implement the Quality Management Plan (QMP).

    • Oversee the review of inspection and test data for compliance with specifications.

    • Actively participate in the development of Startup and Commissioning plans for the project.

    • Oversee and ensure the contractors QA/QC procedures are in accordance with the contract requirements.

    • Oversee project close-out.

    Minimum Qualification Requirements:

    • Bachelor’s Degree – Construction Management, Engineering or equivalent in experience.

    • 7 years of industry experience of progressives project management leadership experience.

    • Duties are performed in the office and onthe jobsite: Requires frequent sitting working on a computer, frequent walking, and standing. Must be capable of navigating the construction jobsite and is must comply with all safety regulations both in the office and on the jobsite.

    Knowledge, Skills, and Abilities:

    • Exhibits strong leadership and management skills.

    • Strong decision making, problem solving, critical and logical thinking skills.

    • Experience working for a large complex construction project, preferably rail transit.

    • Experience working on alternative project delivery methods.

    • Thorough understanding of the heavy civil, structural and rail transit construction industry.

    • Strong written and verbal communication skills.

    • Strong math/accounting skills.

    • Functions effectively as part of a team.

    • Ability to develop or maintain relationships with third parties, adjacent agencies, contractors, designers, consultants and project stakeholders.

    • Ability to maintain discretion and confidentiality at all times.

    • Excellent time management and organizational skills.

    • Knowledge of all MS office products, as well as project management software systems such as CMS, Prolog, and others.

    Pay and Benefits

    The pay range for this position is $60.00 - $85.00/hr.
