About the job
This leadership position is responsible for overseeing and managing the procurement processes related to facilities management and construction projects. This role is crucial in ensuring cost-effective and efficient acquisition of goods, services, and materials needed for maintaining existing facilities and executing new construction projects. Requires a combination of strategic thinking, operational expertise, and strong leadership skills to effectively manage the complex procurement needs of facilities and construction projects while optimizing costs and maintaining quality standards.
Key Responsibilities:
1. Strategic Planning:
2. Develop and implement procurement strategies aligned with organizational goals
3. Forecast future needs and plan accordingly
4. Identify opportunities for cost savings and process improvements
5. Vendor Management:
6. Establish and maintain relationships with suppliers and contractors
7. Evaluate and select vendors based on quality, cost, and reliability
8. Negotiate contracts and terms with suppliers
9. Process Optimization:
10. Streamline procurement processes to increase efficiency
11. Develop and enforce procurement policies and procedures
12. Compliance and Risk Management:
13. Ensure compliance with relevant laws, regulations, and company policies
14. Manage risk associated with procurement activities
15. Oversee contract administration and dispute resolution
16. Team Leadership:
17. Manage and develop procurement team members
18. Set performance goals and conduct regular evaluations
19. Foster a culture of continuous improvement and innovation
20. Market Research:
21. Stay informed about market trends, pricing, and new products/services
22. Conduct regular market analysis to identify potential new suppliers or technologies
23. Collaboration:
24. Work closely with facilities management, construction teams, finance, and other departments
25. Participate in cross-functional teams for major projects
Additional responsibilities specific to Semiconductor Manufacturing:
1. Cleanroom Expertise:
2. Procure specialized equipment and materials for cleanroom environments
3. Ensure suppliers meet stringent cleanliness and contamination control standards
4. Coordinate with cleanroom design and maintenance teams
5. Fab Construction and Expansion:
6. Coordinate procurement for semiconductor fab construction or expansion projects
7. Manage contracts for specialized construction services (e.g., ultra-clean HVAC systems, vibration control)
8. Procure materials that meet semiconductor industry standards (e.g., ESD-safe flooring)
9. Energy Management:
10. Source energy-efficient equipment to manage high power consumption in fabs
11. Procure renewable energy solutions or negotiate energy contracts to reduce costs
12. Water Systems:
13. Oversee procurement for ultra-pure water systems and water recycling technologies
14. Manage contracts for water treatment and conservation solutions
15. Automation and Smart Manufacturing:
16. Procure Industry 4.0 technologies and IoT devices for smart manufacturing
17. Coordinate with IT and operations teams for integrated procurement systems
18. Supply Chain Risk Management:
19. Develop strategies to mitigate risks in the semiconductor supply chain (e.g., geopolitical issues, material shortages)
20. Implement multi-sourcing strategies for critical components
21. Intellectual Property Protection:
22. Ensure procurement processes protect the company's intellectual property
23. Manage confidentiality agreements with suppliers
24. Regulatory Compliance:
25. Stay updated on semiconductor industry regulations and standards (e.g., SEMI standards)
26. Ensure procured equipment and materials meet international compliance requirements
27. Sustainability in Semiconductor Manufacturing:
28. Source materials and equipment that support the company's sustainability goals
29. Implement circular economy practices in procurement where possible
30. Tool Lifecycle Management:
31. Coordinate with engineering teams on equipment lifecycle planning
32. Manage procurement aspects of tool upgrades, refurbishments, and decommissioning

Minimum requirements:
+ Bachelor's degree in Business Administration, Supply Chain Management, or related field
+ 7 + years of experience in procurement in Semiconductor facilities management or construction
+ Strong understanding of Semiconductor construction processes and materials
+ Demonstrated negotiation and communication skills around procurement in relevant facilities management or construction
+ Solid experience with global sourcing in the high-tech or semiconductor industry
Preferred qualifications:
+ CPSM (Certified Professional in Supply Management) or similar certification is often preferred
+ Proficiency in procurement software and data analysis tools
+ Knowledge of relevant laws and regulations
+ Strong leadership and team management abilities
+ Strategic thinking and problem-solving skills
+ Project management experience
+ Understanding of semiconductor manufacturing processes and technologies
+ Knowledge of cleanroom operations and contamination control
+ Familiarity with semiconductor industry standards (e.g., SEMI, JEDEC)
+ Experience with global sourcing in the high-tech or semiconductor industry
+ Understanding of chemical and hazardous material handling regulations
+ Understanding of chemical and hazardous material handling regulations
+ Familiarity with energy management in high-consumption environments
+ Knowledge of automation and smart manufacturing technologies
+ Experience with long-term capital equipment procurement
+ Understanding of intellectual property issues in the semiconductor industry
