    The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders.

     

    All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

    Summary

    The Substance Abuse Program Leader is responsible for selecting and instructing inmate peer counselors and administering substance abuse treatment programs in penal institutions. This position is governed by state and federal laws and agency/institution policy.

     

    Functions

     

    Interviews, selects, and instructs inmate peer counselors and provides supervision and guidance in solving substance abuse related problems of inmates. Completes intakes, assessments, and screenings of applicants and develops master treatment plans and discharge paperwork. Facilitates, conducts, supervises, and participates in classes, seminars, community events, and general meetings. Documents and creates reports based on progress notes, case histories, and mental health charts. Prepares and conducts presentations to various groups on substance abuse programs and may conduct tours of penal facilities. Provides counseling to inmates assigned to the departments alcohol and drug programs. Provides information to CIT regarding substance abuse certification standards, as outlined by Arkansas Substance Abuse Certification Board. Performs other duties as assigned.

    Knowledge, Skills and Abilities

     

    Knowledge of behavior patterns and attitudes of incarcerated individuals and substance abusers. Knowledge of substance abuse treatment programs. Knowledge of interviewing and counseling methods and techniques. Knowledge of agency security systems and operations. Ability to select, train, and supervise inmate peer counselors. Ability to prepare lesson plans and conduct classes. Ability to maintain records and prepare reports. Ability to detect substance abuse among inmates.

    Minimum Qualifications

    The formal education equivalent of a bachelor's degree in social work, sociology, psychology, or a related field; plus two years of experience in community services counseling. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
