Description
Leidos is looking for a high performing candidate to fill a position supporting the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Defense Programs, Warhead Assembly & Non-Nuclear Modernization (NA-193) Office. This position requires an experienced person with demonstrated planning, programming, budgeting and evaluation (PPBE) expertise developed during engagement with Federal and/or Defense agencies, in addition to experience in assisting Federal Program Mangers with programmatic oversight of work scope.
Travel: This position is expected to travel to Albuquerque, NM and other client-directed sites, as needed (around 10%)
Primary Responsibilities:
+ Being a subject matter expert for the Office of Defense Programs, Warhead Assembly & Non-Nuclear Modernization program office, and be instrumental to the development of managing the cost of the High Explosives and Energetics, Non-Nuclear Capability Modernization, Capability Based Investment, and Warhead Assembly Modernization program requirements.
+ Providing knowledge of national laboratories best practices to senior level executive leadership to implement new solutions and processes by leveraging the Department of Energy’s accounting budgetary tools and other institutional resources in support of the Office of Defense Programs, Warhead Assembly & Non-Nuclear Modernization mission.
+ Providing the Federal Program Manager with clear, concise, accurate and timely budget and program analyses and information to support programmatic decision-making processes and response to short-notice what-if inquiries from within NNSA, the Secretary of Energy, and other senior Departmental officials.
+ Preparing program cost and budget documentation covering several budget fiscal years (current and future) which includes developing complex spreadsheets and program planning & budget briefings; drafting work authorizations, approved funding program documentation, and issue papers describing the projects, outcomes, and benefits for meeting national defense missions at the national security laboratories and nuclear weapon production facilities.
+ Preparing financial inputs for implementation plans, program plans, Reports to Congress, and similar planning documents, as well as for broad NNSA Defense Programs documents (e.g., the Stockpile Stewardship and Management Plan and Congressional Justifications).
+ Analyzing, formatting, and presenting budget justifications to senior Federal management and external organizations, such as Congress and the Office of Management and Budget.
+ Providing program management and oversight support in the preparation, coordination, evaluation, review, and analysis of program execution plans and tracking, monitoring, and reporting of program-specific milestones, risks, and updates of annual performance measures.
+ Assisting Federal Program managers with tracking and facilitating programmatic action items and deliverables to ensure timely submissions that meet program needs and assist the program office in running more effectively.
+ Provide expert knowledge and input to support non-budget deliverables (e.g., program briefings, program review meetings) as requested.
Required Education, Experience, and Skills:
+ Bachelor’s degree in a program management, finance-related, or science discipline with 12+ years of related program/budget analysis or a Master’s degree in a program management, finance-related, or science discipline with 10+ years of related program/budget analysis
+ Experience with project reporting, cost and budget analysis, preparing work authorizations, and work packages
+ Expertise with DOE or DOD planning, programming, budgeting and evaluation (PPBE) systems, i.e., FormEX, PROBE, DPD, etc
+ Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management
+ Ability to work both independently and with a team to achieve objectives
+ Ability to obtain a DOE Q clearance
Preferred Qualifications
+ Previously held a DOE Q clearance in the last year
+ Staff experience in military, government or corporate enterprise and/or interagency experience
+ Nuclear weapon program experience
+ Knowledge of earned value management and program management/scheduling tools and techniques (Microsoft® Project, Primavera Project Planner ®, etc.)

Pay Range:
Pay Range $101,400.00 - $183,300.00
