    The purpose of this position is to supervise billing and collections functions, the related personnel and all customer service interactions, ensuring day-to-day operations are efficient and effective.

     

    Essential Duties and Responsibilities

     

    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

     

    + Manage employees performing collection and billing functions.

    + Assist in developing and implementing policies and procedures for collections and billing functions.

    + Handle customer service calls escalated from clerical level.

    + Verify daily cashier reports, proof calculations and data entry and reconcile deposits.

    + Prepare deposits for Police car service pickup to be deposited at the City's bank.

    + Review and/or process adjustments to utility billing or miscellaneous receivable accounts.

    + Oversee liquor and business license issuance and renewals ensuring compliance with City Ordinances.

    + Calculate, bill and collect special taxes or assessments and maintain records.

    + Prepare reports for audit and financial statements as needed.

    + Provide information to city personnel or outside parties as requested.

    + Maintain records with outside collection agencies.

     

    Minimum Training and Experience Required

     

    + High school diploma or equivalent, some accounting coursework or experience is preferred.

    + Two years supervisory experience in a customer service environment.

    + Previous experience with direct public contact.

    + Basic understanding of computer systems, email, spreadsheet & word processing software.

    + Excellent communication skills, verbal and written.

     

    Work Environment

     

    + The office environment is typical with no unusual requirements. Some exposure to irate customers in person and via phone may cause some discomfort, but pose no risk of injury.

    + Some travel between City facilities may be required.
